BRONNA KAHLE CHAIR COMMITTEE MEETING MINUTES Thursday, May 26, 2022 10:30 AM Room 519, House Office Building The House Committee on Health Policy was called to order by Chair Kahle. The Chair requested attendance be called: Present: Reps. Kahle, Meerman, Whiteford, Alexander, Allor, Hauck, Filler, Mueller, Beeler, Fink, Roth, Tisdel, Witwer, Clemente, Pohutsky, Stone, Whitsett, Morse. Absent: Rep. Neeley. Excused: Rep. Neeley. Representative Whiteford moved to adopt the meeting minutes from May 19, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4678 and HB 4679 before the committee: HB 4678 (Rep. Cherry) A bill to amend 1978 PA 368, entitled "Public health code," (MCL 333.1101 to 333.25211) by adding section 5474d. HB 4679 (Rep. Scott) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 9206 (MCL 333.9206), as amended by 1996 PA 540. Representative Cherry and Representative Scott testified in support of HB 4678 and HB 4679. Questions and discussion followed. The following people submitted a card in support of HB 4678 and HB 4679, but did not wish to speak: Lyre Thompson, representing the Wayne State University Center for Urban Studies. The Chair laid SB 134 before the committee: SB 134 (Sen. VanderWall) A bill to amend 1931 PA 328, entitled "The Michigan penal code," (MCL 750.1 to 750.568) by adding section 410c. Representative Hauck moved to adopt substitute (H-1) to SB 134. The motion prevailed 18-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Kahle, Meerman, Whiteford, Alexander, Allor, Hauck, Filler, Mueller, Beeler, Fink, Roth, Tisdel, Witwer, Clemente, Pohutsky, Stone, Whitsett, Morse. Nays: None. Pass: None. Representative Filler moved to refer Senate Bill No. 134 to the Committee on Judiciary, with recommendation as substitute (H-1). The motion prevailed 18-0-0: FAVORABLE ROLL CALL Yeas: Reps. Kahle, Meerman, Whiteford, Alexander, Allor, Hauck, Filler, Mueller, Beeler, Fink, Roth, Tisdel, Witwer, Clemente, Pohutsky, Stone, Whitsett, Morse. Nays: None. Pass: None. The Chair laid HB 6112 before the committee: HB 6112 (Rep. Tisdel) A bill to provide for the establishment of the MIHealth marketplace as a nonprofit corporation; to create the board of the MIHealth marketplace and prescribe its powers and duties; to provide for assessments and user fees; and to provide for the powers and duties of certain state and local governmental officers and agencies. Representative Tisdel testified in support of HB 6112. Questions and discussion followed. Heather Korbulic and Randy Pate, both representing GetInsured; and Bill Jackson, representing McAlvey Merchant & Associates, testified together in support of HB 6112. Questions and discussion followed. Joseph Sullivan, representing the Michigan Department of Insurance and Financial Services, testified with a neutral position on HB 6112. Questions and discussion followed. Representative Meerman moved to excuse Representative Neeley from the meeting. There being no objection the motion prevailed by unanimous consent.
