- HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTIONS AND ETHICS REP. ANN BOLLIN CHAIR COMMITTEE MEETING MINUTES Tuesday, June 7, 2022 12:00 PM Room 326, House Office Building The House Committee on Elections and Ethics was called to order by Chair Bollin. The Chair requested attendance be called: Present: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler, Koleszar. Absent: Rep. Whitsett. Excused: Rep. Whitsett. Representative Calley moved to adopt the meeting minutes from May 24, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5254 before the committee: HB 5254 (Rep. Lightner) A bill to amend 1973 PA 196, entitled "An act to prescribe standards of conduct for public officers and employees; to create a state board of ethics and prescribe its powers and duties; and to prescribe remedies and penalties," by amending section 2 (MCL 15.342), as amended by 1984 PA 53. The following people submitted a card in opposition to HB 5254, but did not wish to speak: Erin Schor, representing the Michigan Department of State. Representative Wendzel moved to report out HB 5254 with recommendation. The motion prevailed 5-1-0: FAVORABLE ROLL CALL Yeas: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler. Nays: Rep. Koleszar. Pass: None. The Chair laid HB 6124 before the committee: HB 6124 (Rep. Bollin) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 31, 683, and 730 (MCL 168.31, 168.683, and 168.730), section 31 as amended by 2012 PA 271, section 683 as amended by 2018 PA 120, and section 730 as amended by 1995 PA 261, and by adding section 730a. The following people submitted a card with a neutral position on HB 6124, but did not wish to speak: Erin Schor, representing the Michigan Department of State. The following people submitted a card in support of HB 6124, but did not wish to speak: Nicholas Occhipiniti, representing the Michigan League of Conservation Voters. Mike Batterbee, representing the Michigan Townships Association. Representative Wendzel moved to adopt substitute (H-1) to HB 6124. The motion prevailed 6-0-0: FAVORABLE ROLL CALL Yeas: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler, Koleszar. Nays: None. Pass: None. Representative Wendzel moved to refer House Bill No. 6124 to the Committee on Judiciary, with recommendation as substitute (H-1). The motion prevailed 6-0-0: FAVORABLE ROLL CALL Yeas: Reps. Bollin, Wendzel, Calley, Steven Johnson, Filler, Koleszar. Nays: None. Pass: None. Representative Wendzel moved to excuse Representative Whitsett from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Bollin adjourned the meeting at 12:08 PM.
