- HOUSE OF REPRESENTATIVES COMMITTEE ON FAMILIES, CHILDREN, AND SENIORS REP. RODNEY WAKEMAN CHAIR COMMITTEE MEETING MINUTES Tuesday, June 7, 2022 12:00 p.m. Room 327, House Office Building The House Committee on Families, Children, and Seniors was called to order by the Chair. The Chair requested attendance be called. The Clerk called the attendance and announced a quorum was present. Present: Reps. Wakeman, Meerman, Rendon, Roth, Tisdel, Pohutsky, Brenda Carter, Pepper. Absent: Rep. Aiyash. Excused: None. Representative Rendon moved to adopt the meeting minutes from May 10, 2022. There being no objections, the motion prevailed by unanimous consent. The Chair laid HB 6076 and HB 6077 before the committee: HB 6076 (Rep. Pohutsky) A bill to amend 1974 PA 258, entitled "Mental health code," by amending section 748a (MCL 330.1748a), as added by 1998 PA 497. HB 6077 (Rep. Markkanen) A bill to amend 1975 PA 238, entitled "Child protection law," by amending section 9 (MCL 722.629), as amended by 1988 PA 372. Representative Pohutsky moved to adopt substitute (H-2) to HB 6077. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Wakeman, Meerman, Rendon, Roth, Tisdel, Pohutsky, Brenda Carter, Pepper. Nays: None. Pass: None. Representative Laurie Pohutsky, the bill sponsor for HB 6076, and Representative Gregory Markkanen, bill sponsor for HB 6077, explained the bills. Questions followed. Ryan Speidel, Deputy Director of the Office of Children's Ombudsman (OCO), testified in support of HB 6076 and HB 6077. Trooper Kristina J. Droste, representing the Michigan State Police, submitted a card in support of HB 6077 (H-2). The Chair laid HB 5756 and HB 6140 before the committee: HB 5756 (Rep. Stone) A bill to amend 1973 PA 116, entitled "An act to provide for the protection of children through the licensing and regulation of child care organizations; to provide for the establishment of standards of care for child care organizations; to prescribe powers and duties of certain departments of this state and adoption facilitators; to provide penalties; and to repeal acts and parts of acts," by amending section 1 (MCL 722.111), as amended by 2020 PA 6, and by adding section 1b. HB 6140 (Rep. Representative Lori Stone, bill sponsor, and Representative John Roth, bill sponsor, explained HB 5756 (H-1) and HB 6140 (H-1). Questions followed. Harrison Gloss, representing the Saginaw Youth Protection Council, testified in support of HB 5756 (H-1) and HB 6140 (H-1). Scott Ellis, Development Director for the Ozone House, testified in support of HB 5756 (H-1) and HB 6140 (H-1). Megh Hollowell, Development Associate for the Ozone House, testified in support of HB 5756 (H-1)and HB 6140 (H-1). Krista Girty, Executive Director for the Ozone House, testified in support of HB 5756 (H-1) and HB 6140 (H-1). Bobby Dorigo Jones, Vice-President of the Michigan's Children, testified in support of HB 5756 (H-1) and HB 6140 (H-1). Jim Perlaki, Program Coordinator for Traverse Place and Executive Director for the Genesee County Youth Corporation, testified in support of HB 5756 (H-1) and HB 6140 (H-1). Dr. Sheryl Y. Kennedy, PhD, Legislative Liaison for the Michigan Department of Education, submitted a card in support of HB 5756 (H-1) and HB 6140 (H-1), but did not wish to speak. Daniel Jarvis, Research and Policy Director for Michigan Family Forum, submitted a card in opposition to HB 5756 (H-1) and HB 6140 (H-1), but did not wish to speak. There being no further business before the committee; Representative Tisdel moved that the committee adjourn.
