CALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, June 8, 2022 12:00 PM Room 521, House Office Building The House Committee on Local Government and Municipal Finance was called to order by Chair Calley. The Chair requested attendance be called: Present: Reps. Calley, Bezotte, Howell, Alexander, Bellino, Paquette, Slagh, Ellison, Sowerby, Garza, Kuppa, Cavanagh. Absent: Rep. Mekoski. Excused: Rep. Mekoski. Representative Paquette moved to adopt the meeting minutes from May 18, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5768 and HB 5769 before the committee: HB 5768 (Rep. Wendzel) A bill to amend 2018 PA 57, entitled "Recodified tax increment financing act," by amending sections 215 and 413 (MCL 125.4215 and 125.4413). HB 5769 (Rep. Wendzel) A bill to amend 1974 PA 198, entitled "An act to provide for the establishment of plant rehabilitation districts and industrial development districts in local governmental units; to provide for the exemption from certain taxes; to levy and collect a specific tax upon the owners of certain facilities; to impose and provide for the disposition of an administrative fee; to provide for the disposition of the tax; to provide for the obtaining and transferring of an exemption certificate and to prescribe the contents of those certificates; to prescribe the powers and duties of the state tax commission and certain officers of local governmental units; and to provide penalties," by amending sections 5, 7a, 9, 14, 15, 16, 19, and 22 (MCL 207.555, 207.557a, 207.559, 207.564, 207.565, 207.566, 207.569, and 207.572), section 5 as amended by 1996 PA 323, section 7a as added by 1996 PA 513, section 9 as amended by 2014 PA 513, section 14 as amended by 2011 PA 319, section 15 as amended by 2010 PA 122, section 16 as amended by 1982 PA 417, and section 22 as amended by 2010 PA 273, and by adding section 14c. Representative Wendzel and Rob Cleveland, representing Cornerstone Alliance, testified in support of HB 5768 and HB 5769. Questions and discussion followed. The following person submitted a card with a neutral position on HB 5769, but did not wish to speak: Manny Lentine, representing the Michigan Assessors Association. The Chair laid HB 5863 and HB 5864 before the committee: HB 5863 (Rep. Roth) A bill to amend 1897 PA 230, entitled "An act to provide for the formation of corporations for the purpose of owning, maintaining and improving lands and other property kept for the purposes of summer resorts or for ornament, recreation or amusement, and to repeal all laws or parts of laws in conflict herewith; and to impose certain duties on the department of commerce," (MCL 455.1 to 455.24) by adding section 19. HB 5864 (Rep. Roth) A bill to amend 1982 PA 162, entitled "Nonprofit corporation act," by amending section 123 (MCL 450.2123), as amended by 2014 PA 557. Representative Bezotte moved to report out HB 5863 with recommendation. The motion prevailed 11-1-0: FAVORABLE ROLL CALL Yeas: Reps. Calley, Bezotte, Howell, Alexander, Bellino, Paquette, Slagh, Ellison, Sowerby, Garza, Kuppa. Nays: Rep. Cavanagh. Pass: None. Representative Bezotte moved to report out HB 5864 with recommendation. The motion prevailed 11-1-0: FAVORABLE ROLL CALL Yeas: Reps. Calley, Bezotte, Howell, Alexander, Bellino, Paquette, Slagh, Ellison, Sowerby, Garza, Kuppa. Nays: Rep. Cavanagh. Pass: None. The Chair laid HB 5600 before the committee: HB 5600 (Rep. Steven Johnson) A bill to amend 1967 PA 288, entitled "Land division act," by amending section 222a (MCL 560.222a), as added by 2004 PA 590. Representative Johnson explained substitute (H-1) to HB 5600. Representative Bellino moved to adopt substitute (H-1) to HB 5600. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Calley, Bezotte, Howell, Alexander, Bellino, Paquette, Slagh, Ellison, Sowerby, Garza, Kuppa, Cavanagh. Nays: None. Pass: None. Representative Howell moved to report out HB 5600 with recommendation, as substitute (H- 1). The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Calley, Bezotte, Howell, Alexander, Bellino, Paquette, Slagh, Ellison, Sowerby, Garza, Kuppa, Cavanagh. Nays: None. Pass: None. The Chair laid before the Committee a presentation by John A. Yellich, Director, Michigan Geological Survey. Questions and discussion followed. Representative Slagh moved to excuse Representative Mekoski from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Chair Calley adjourned the meeting at 1:05 PM.
