GARY HOWELL CHAIR COMMITTEE MEETING MINUTES Thursday, June 9, 2022 10:30 AM Room 307, House Office Building The House Committee on Natural Resources and Outdoor Recreation was called to order by Chair Howell. The Chair requested attendance be called: Present: Reps. Howell, Markkanen, Eisen, Wakeman, Martin, Sowerby, Cambensy, Aiyash. Absent: Rep. LaFave. Excused: Rep. LaFave. Representative Wakeman moved to adopt the meeting minutes from May 26, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 991 before the committee: SB 991 (Sen. Outman) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," (MCL 324.101 to 324.90106) by adding section 21102a. Senator Outman and Bob Cleary, representing the Michigan Petroleum Association, testified in support of SB 991. Questions and discussion followed. The following people submitted a card in support of SB 991, but did not wish to speak: Paige Fults, representing the Michigan Department of Licensing and Regulatory Affairs. Jacob Sauter, representing the Michigan Ground Water Association. Megan Tinsley, representing the Michigan Environmental Council. The Chair laid HB 5631 before the committee: HB 5631 (Rep. Cherry) A bill to amend 1994 PA 451, entitled "Natural resources and environmental protection act," (MCL 324.101 to 324.90106) by adding section 40503. Representative Sowerby moved to report out HB 5631 with recommendation. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Howell, Markkanen, Eisen, Wakeman, Martin, Sowerby, Cambensy, Aiyash. Nays: None. Pass: None. The following person submitted a card in opposition to HB 5631, but did not wish to speak: Taylor Ridderbusch, representing the Michigan Department of Natural Resources. The Chair laid before the Committee a presentation by Amanda Wendecker and Jim Coburn of the Michigan Boating Industries Association. Questions and discussion followed. The Chair laid HR 313 before the committee: HR 313 (Rep. Roth) A resolution to declare June 4-11, 2022, as Boating and Fishing Week in the state of Michigan. Representative Roth testified in support of HR 313. Representative Markkanen moved to report out HR 313 with recommendation. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Howell, Markkanen, Eisen, Wakeman, Martin, Sowerby, Cambensy, Aiyash. Nays: None. Pass: None. The following person submitted a card in support of SB 991, but did not wish to speak: Bret Marr, representing the Michigan Boating Industries Association. Representative Markkanen moved to excuse Representative LaFave from the meeting. There being no objection the motion prevailed by unanimous consent.
