- HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTIONS AND ETHICS REP. ANN BOLLIN CHAIR COMMITTEE MEETING MINUTES Tuesday, June 14, 2022 12:00 PM Room 326, House Office Building The House Committee on Elections and Ethics was called to order by Chair Bollin. The Chair requested attendance be called: Present: Reps. Bollin, Wendzel, Calley, Steven Johnson, Koleszar. Absent: Reps. Filler, Whitsett. Excused: Reps. Filler, Whitsett. Representative Filler moved to adopt the meeting minutes from June 7, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4883, HB 4995, HB 5926, HB 5927, HB 5928 and HB 5929 before the committee: HB 4883 (Rep. Steven Johnson) A bill to amend 1954 PA 116, entitled "Michigan election law," (MCL 168.1 to 168.992) by adding section 612a. HB 4995 (Rep. Steenland) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 471, 476, and 477 (MCL 168.471, 168.476, and 168.477), sections 471 and 477 as amended by 2018 PA 608 and section 476 as amended by 2005 PA 71. HB 5926 (Rep. Martin) A bill to amend 1978 PA 472, entitled "An act to regulate political activity; to regulate lobbyists, lobbyist agents, and lobbying activities; to require registration of lobbyists and lobbyist agents; to require the filing of reports; to prescribe the powers and duties of the department of state; to prescribe penalties; and to repeal certain acts and parts of acts," by amending sections 3, 4, 5, 6, 8, 9, and 12 (MCL 4.413, 4.414, 4.415, 4.416, 4.418, 4.419, and 4.422), section 4 as amended by 2008 PA 289, section 5 as amended by 1986 PA 83, and section 8 as amended by 1994 PA 412. HB 5927 (Rep. Borton) An act to regulate political activity; to regulate certain actions by public officials; to prohibit certain conducts by public officials; and to provide remedies. HB 5928 (Rep. Bollin) A bill to amend 1976 PA 388, entitled "Michigan campaign finance act," by amending sections 16, 18, and 26 (MCL 169.216, 169.218, and 169.226), section 16 as amended by 2017 PA 184, section 18 as amended by 2013 PA 258, and section 26 as amended by 2019 PA 93. HB 5929 (Rep. LaFave) A bill to amend 1976 PA 388, entitled "Michigan campaign finance act," by amending section 26 (MCL 169.226), as amended by 2019 PA 93, and by adding section 59. Representative Johnson testified in support of HB 4883. Questions and discussion followed. Representative Steenland testified in support of HB 4995. Questions and discussion followed. Representative Martin testified in support of HB 5926. Questions and discussion followed. Representative Borton testified in support of HB 5927. Questions and discussion followed. At 12:18 PM, the Chair laid the committee at ease. At 12:19 PM, Majority Vice Chair Wendzel called the committee back to order. Representative Bollin testified in support of HB 5928. Questions and discussion followed. At 12:22 PM, Majority Vice Chair Wendzel laid the committee at ease. At 12:23 PM, the Chair called the committee back to order. Representative Lafave testified in support of HB 5929. The following people submitted a card in support of HB 4883, but did not wish to speak: Jody White, representing the State Senate Candidate - District 5. The following people submitted a card with no position on HB 4995, but did not wish to speak: Merrisa Kovach, representing the American Civil Liberties Union of Michigan. Sherrie Ritchie, representing Pure Integrity for Michigan Elections, testified in support of HB 4883 and HB 5929. Sheree Ritchie, representing Pure Integrity for Michigan Elections, testified in opposition to HB 4995. Sheree Ritchie, representing Pure Integrity for Michigan Elections, testified with no position on HB 5926, HB 5927 and HB 5928. Representative Wendzel moved to excuse Representatives Filler and Whitsett from the meeting. There being no objection the motion prevailed by unanimous consent.
