HOUSE OF REPRESENTATIVES COMMITTEE ON AGRICULTURE REP. JERRY NEYER CHAIR COMMITTEE MEETING MINUTES Thursday, June 26, 2025 10:30 AM Room 308, House Office Building The House Committee on Agriculture was called to order by Chair Neyer. The Chair requested attendance to be called: Present: Reps. Neyer, Wortz, Lightner, Alexander, Fox, Kunse, Pavlov, Paiz, Dievendorf, Rheingans and Skaggs. Absent: None. Excused: None. Representative Alexander moved to adopt the meeting minutes from June 05, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4346, HB 4347, and HB 4378 before the committee: HB 4346 (Rep. Witwer) A bill to amend 2019 PA 152, entitled "Lawful internet gaming act," by amending section 15 (MCL 432.315). HB 4347 (Rep. Kunse) A bill to amend 1995 PA 279, entitled "Horse racing law of 1995," by amending sections 2 and 20 (MCL 431.302 and 431.320), section 2 as amended by 2016 PA 271 and section 20 as amended by 2019 PA 153. HB 4348 (Rep. Phil Green) A bill to make, supplement, adjust, and consolidate appropriations for various state departments and agencies, the judicial branch, and the legislative branch for the fiscal year ending September 30, 2025; to provide for certain conditions on appropriations; and to provide for the expenditure of the appropriations. Representative Wortz moved to adopt substitute (H-1) to HB 4346. The motion prevailed 8-0-2: FAVORABLE ROLL CALL Yeas: Reps. Neyer, Wortz, Lightner, Alexander, Fox, Kunse, Pavlov and Rheingans. Nays: None. Pass: Reps. Paiz and Dievendorf. Representative Wortz moved to adopt substitute (H-1) to HB 4347. The motion prevailed 8-0-2: FAVORABLE ROLL CALL Yeas: Reps. Neyer, Wortz, Lightner, Alexander, Fox, Kunse, Pavlov and Rheingans. Nays: None. Pass: Reps. Paiz and Dievendorf. Representative Kunse along with Byron Chunk, a longtime harness racer, testified in support of HB 4346 and HB 4347. Questions and discussion followed. Representative Green and Brett Boyd, representing the Michigan Harness Horsemen's Association, testified in support of HB 4348. Questions and discussion followed. LC Scramlin, representing the Oakland County Fair and Michigan Fairs and Exhibitions, testified in support of HB 4346, HB 4347, and HB 4348. John Currie, representing the Mecosta County Fair & Michigan Fairs and Exhibitions, testified in support of HB 4346, HB 4347, and HB 4348. Brian Nielsen, representing MSU Department of Animal Science & Michigan Horse Racing Advisory Commission, testified in support of HB 4346, HB 4347, and HB 4348. The following people submitted a card in support of HB 4346, HB 4347, and HB 4348, but did not wish to speak: Rebecca Sievert, representing the Michigan Harness Horsemen's Association. Rebecca Park, representing the Michigan Farm Bureau. Lisa Reift, representing the Michigan Association of Fairs and Exhibitions. Saree Miller, representing the Allegan County Fair. William Baxter, representing the Michigan Harness Horsemen's Association. Matt Kempf, representing the Newaygo County Ag Fair Association. Aaron Bennett, representing the Bennett Farms.
