CALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, June 15, 2022 12:00 PM Room 521, House Office Building The House Committee on Local Government and Municipal Finance was called to order by Chair Calley. The Chair requested attendance be called: Present: Reps. Calley, Bezotte, Howell, Alexander, Bellino, Paquette, Slagh, Ellison, Sowerby, Garza, Kuppa, Cavanagh. Absent: Rep. Mekoski. Excused: Rep. Mekoski. Representative Ellison moved to adopt the meeting minutes from June 8, 2022. There being no objection, the motion prevailed by unanimous consent. Representative Slagh moved to excuse Representative Mekoski from the meeting. There being no objection the motion prevailed by unanimous consent. The Chair laid HB 4646, HB 4827, SB 362, SB 364, SB 422 and SB 432 before the committee: HB 4646 (Rep. Bolden) A bill to amend 1992 PA 147, entitled "Neighborhood enterprise zone act," by amending sections 2 and 3 (MCL 207.772 and 207.773), section 2 as amended by 2020 PA 3 and section 3 as amended by 2008 PA 204. HB 4827 (Rep. Roth) A bill to provide for the establishment of residential housing districts in certain local governmental units; to provide for the exemption from certain taxes; to levy and collect a specific tax upon the owners of certain qualified residential facilities; to provide for the disposition of the tax; to provide for the obtaining and transferring of an exemption certificate and to prescribe the contents of those certificates; to prescribe the powers and duties of certain state and local governmental officials; and to provide penalties. SB 362 (Sen. Brinks) A bill to provide for the establishment of attainable housing districts in certain local governmental units; to provide for the exemption from certain taxes; to levy and collect a specific tax upon the owners of certain qualified facilities; to provide for the disposition of the tax; to provide for the obtaining and transferring of an exemption certificate and to prescribe the contents of those certificates; to prescribe the powers and duties of certain state and local governmental officials; and to provide penalties. SB 364 (Sen. SB 422 (Sen.
