- HOUSE OF REPRESENTATIVES COMMITTEE ON ECONOMIC COMPETITIVENESS REP. MIKE HOADLEY CHAIR COMMITTEE MEETING MINUTES Thursday, June 26, 2025 10:30 AM Room 521, House Office Building The House Committee on Economic Competitiveness was called to order by Chair Hoadley. The Chair requested attendance to be called: Present: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer, St. Germaine, Grant, Brixie and Tate. Absent: Rep. Coffia. Excused: Rep. Coffia. Representative Bohnak moved to adopt the meeting minutes from June 12, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4516 before the committee: HB 4516 (Rep. Woolford) A bill to amend 1936 (Ex Sess) PA 1, entitled "Michigan employment security act," by amending section 29 (MCL 421.29), as amended by 2024 PA 239. The following people submitted a card in support of HB 4516, but did not wish to speak: Dave Worthams, representing the Michigan Manufacturers Association. Jacob Manning, representing the Small Business Association of Michigan. Wendy Block, representing the Michigan Chamber. Representative Outman moved to report out HB 4516 with recommendation. The motion prevailed 7-3-0: FAVORABLE ROLL CALL Yeas: Reps. Hoadley, Bohnak, Outman, Harris, BeGole, DeBoyer and St. Germaine. Nays: Reps. Grant, Brixie and Tate. Pass: None. At 10:35 AM, the Chair laid the committee at ease. At 10:36 AM, the Chair called the committee back to order. The Chair laid HB 4543 before the committee: HB 4543 (Rep. Schuette) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," by amending section 527a (MCL 206.527a), as amended by 2022 PA 266. Representative Schuette testified in support of HB 4543. Questions and discussions followed. Amanda West and Scott Darragh, both representing the Michigan Department of Treasury, testified in support of HB 4543. Questions and discussions followed. The following person submitted a card in support of HB 4543, but did not wish to speak: Kirstie Sieloff, representing the Community Economic Development Association of Michigan. Representative St. Germaine moved to excuse Representative Coffia from the meeting. There being no objection the motion prevailed by unanimous consent.
