BRONNA KAHLE CHAIR COMMITTEE MEETING MINUTES Thursday, June 30, 2022 9:30 AM Room 519, House Office Building The House Committee on Health Policy was called to order by Chair Kahle. The Chair requested attendance be called: Present: Reps. Kahle, Meerman, Whiteford, Alexander, Allor, Hauck, Filler, Mueller, Beeler, Fink, Roth, Tisdel, Witwer, Clemente, Pohutsky, Stone, Neeley, Morse. Absent: Rep. Whitsett. Excused: Rep. Whitsett. Representative Hauck moved to adopt the meeting minutes from June 16, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 1012 before the committee: SB 1012 (Sen. VanderWall) A bill to establish a student mental health apprenticeship retention and training (SMART) internship grant program; to prescribe conditions for the administration of the student mental health apprenticeship retention and training (SMART) internship grant program; to prescribe certain powers and duties of certain state officers, agencies, and departments; and to require the promulgation of rules. Senator Vanderwall testified in support of SB 1012. The following people submitted a card in support of SB 1012, but did not wish to speak: Noah Smith, representing the Michigan Association of School Social Workers. The Chair laid SB 578 and SB 579 before the committee: SB 578 (Sen. Brinks) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 17744e (MCL 333.17744e), as added by 2016 PA 383. SB 579 (Sen. VanderWall) A bill to amend 1978 PA 368, entitled "Public health code," (MCL 333.1101 to 333.25211) by adding section 21528. Senator Brinks and Senator Vanderwall testified in support of SB 578 and SB 579. The following people submitted a card in support of SB 578 and SB 579, but did not wish to speak: Gabe Basso, representing Blue Cross Blue Shield of Michigan. Representative Filler moved to adopt substitute (H-1) to SB 579. The motion prevailed 18-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Kahle, Meerman, Whiteford, Alexander, Allor, Hauck, Filler, Mueller, Beeler, Fink, Roth, Tisdel, Witwer, Clemente, Pohutsky, Stone, Neeley, Morse. Nays: None. Pass: None. Representative Filler moved to report out SB 579 with recommendation, as substitute (H-1). The motion prevailed 16-2-0: FAVORABLE ROLL CALL Yeas: Reps. Kahle, Meerman, Whiteford, Alexander, Hauck, Filler, Mueller, Fink, Roth, Tisdel, Witwer, Clemente, Pohutsky, Stone, Neeley, Morse. Nays: Reps. Allor, Beeler. Pass: None. Representative Hauck moved to excuse Representative Whitsett from the meeting. There being no objection the motion prevailed by unanimous consent.
