ARAGONA CHAIR COMMITTEE MEETING MINUTES Thursday, June 26, 2025 9:00 AM Room 519, House Office Building The House Committee on Regulatory Reform was called to order by Chair Aragona. The Chair requested attendance to be called: Present: Reps. Aragona, Fairbairn, Wozniak, Wendzel, Tisdel, Hoadley, Neyer, Rigas, Thompson, Linting, Liberati, Tyrone Carter, Witwer, Dievendorf and Grant. Absent: Reps. Whitsett and Neeley. Excused: Reps. Whitsett and Neeley. Representative Wozniak moved to adopt the meeting minutes from June 12, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4598 and HB 4599 before the committee: HB 4598 (Rep. Harris) A bill to amend 2012 PA 455, entitled "Organized retail crime act," by amending section 4 (MCL 752.1084). HB 4599 (Rep. Steckloff) A bill to amend 2012 PA 455, entitled "Organized retail crime act," (MCL 752.1081 to 752.1087) by adding section 3a. Representative Steckloff and Representative Harris testified together in support of HB 4598 and HB 4599. Questions and discussions followed. Andrew Beardslee, representing the Michigan Retailers Association, testified in support of HB 4598 and HB 4599. Questions and discussions followed. Representative Rigas moved to report out HB 4398 with recommendation. The motion prevailed 14-0-0: FAVORABLE ROLL CALL Yeas: Reps. Aragona, Fairbairn, Wozniak, Wendzel, Tisdel, Hoadley, Neyer, Rigas, Linting, Liberati, Tyrone Carter, Witwer, Dievendorf and Grant. Nays: None. Pass: None. Aragona) A bill to amend 1974 PA 300, entitled "Motor vehicle service and repair act," by amending sections 2, 13b, 14, 15, 16, 17, 18, 30, 32, 32a, 33, and 40 (MCL 257.1302, 257.1313b, 257.1314, 257.1315, 257.1316, 257.1317, 257.1318, 257.1330, 257.1332, 257.1332a, 257.1333, and 257.1340), section 2 as amended by 2020 PA 227 and sections 13b and 32a as added and sections 14, 15, 16, 17, 18, 30, 32, and 33 as amended by 2016 PA 430, and by adding section 30a. The following person submitted a card in support of HB 4549, but did not wish to speak: Nate Love, representing the Automotive Recyclers of Michigan. The Chair laid HB 4042 before the committee: HB 4042 (Rep. Tyrone Carter) A bill to amend 2000 PA 92, entitled "Food law," by amending section 1107 (MCL 289.1107), as amended by 2016 PA 188. Representative Liberati moved to report out HB 4042 with recommendation. The motion prevailed 15-0-0: FAVORABLE ROLL CALL Yeas: Reps. Aragona, Fairbairn, Wozniak, Wendzel, Tisdel, Hoadley, Neyer, Rigas, Thompson, Linting, Liberati, Tyrone Carter, Witwer, Dievendorf and Grant. Nays: None. Pass: None. Representative Hoadley moved to excuse Representatives Whitsett and Neeley from the meeting. There being no objection the motion prevailed by unanimous consent.
