JACK O'MALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, September 21, 2022 8:30 AM Room 521, House Office Building The House Committee on Transportation was called to order by Chair O'Malley. The Chair requested attendance be called: Present: Reps. O'Malley, Eisen, Howell, Griffin, LaFave, Carra, Roth, Harris, Sneller, Clemente, Shannon, Liberati, Puri. Absent: None. Excused: None. Representatives Howell and Shannon joined the committee remotely. Representative Roth moved to adopt the meeting minutes from June 30, 2022. There being no objection, the motion prevailed by unanimous consent. Representative Puri moved to adopt the meeting minutes from September 13, 2022. There being no objection, the motion prevailed by unanimous consent. The following person submitted a card with a neutral position on HB 6123, but did not wish to speak: Troy Hagon, representing the Michigan Department of Transportation. Representative Roth moved to report out HB 6123 with recommendation. The motion prevailed 9-2-0: FAVORABLE ROLL CALL Yeas: Reps. O'Malley, Eisen, Griffin, Roth, Harris, Sneller, Clemente, Liberati, Puri. Nays: Reps. LaFave, Carra. Pass: None. The Chair laid SB 640 before the committee: SB 640 (Sen. Zorn) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 722 (MCL 257.722), as amended by 2018 PA 274. Representative Harris moved to report out SB 640 with recommendation. The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. O'Malley, Eisen, Griffin, LaFave, Carra, Roth, Harris, Sneller, Clemente, Liberati, Puri. Nays: None. Pass: None. The Chair laid HB 6369 before the committee: HB 6369 (Rep. Harris) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 606b (MCL 257.606b), as added by 2016 PA 332. At 8:37 AM, the Chair laid the committee at ease. At 8:38 AM, the Chair called the committee back to order. Representative Clemente offered the following amendment to HB 6369: 1. Amend page 2, following line 3, by inserting: "Enacting section 1. This amendatory act does not take effect unless House Bill No. 5289 of the 101st Legislature is enacted into law.". Representative Clemente moved to adopt the amendment. The motion did not prevail by a vote of 3-8-0. UNFAVORABLE ROLL CALL Yeas: Reps. Clemente, Liberati, Puri. Nays: Reps. O'Malley, Eisen, Griffin, LaFave, Carra, Roth, Harris, and Sneller. Pass: None. Representative Clemente offered the following amendment to HB 6369: Amend page 2, following line 3, by inserting: "Enacting section 1. This amendatory act does not take effect unless House Bill No. 6364 of the 101st Legislature is enacted into law.". Representative Clemente moved to adopt the amendment.
