- HOUSE OF REPRESENTATIVES COMMITTEE ON REGULATORY REFORM REP. ROGER HAUCK CHAIR COMMITTEE MEETING MINUTES Wednesday, September 28, 2022 8:30 AM Room 519, House Office Building The House Committee on Regulatory Reform was called to order by Chair Hauck. The Chair requested attendance be called: Present: Reps. Hauck, Hoitenga, Bellino, Mueller, Wendzel, Clements, Damoose, Outman, Mekoski, Garza, Witwer, Steenland, Young. Absent: Reps. Hertel, Yancey. Excused: Reps. Hertel, Yancey. Representative Steenland moved to adopt the meeting minutes from September 21, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 6022 before the committee: HB 6022 (Rep. Eisen) A bill to amend 1972 PA 239, entitled "McCauley- Traxler-Law-Bowman-McNeely lottery act," by amending sections 12, 33, and 41 (MCL 432.12, 432.33, and 432.41), section 12 as amended by 2011 PA 279, section 33 as amended by 1996 PA 167, and section 41 as amended by 2009 PA 25, and by adding sections 10 and 44. Representative Eisen testified in support of HB 6022. Questions and discussion followed. Michael Gallagher, representing the Michigan Lottery, testified in opposition to HB 6022. Questions and discussion followed. The following person submitted a card in opposition to HB 6022, but did not wish to speak: Sheryl Kennedy, representing the Michigan Department of Education. At 8:50 AM, the Chair laid the committee at ease. At 8:55 AM, the Chair called the committee back to order. The Chair laid HB 6061 before the committee: HB 6061 (Rep. Coleman) A bill to amend 2018 IL 1, entitled "Michigan Regulation and Taxation of Marihuana Act," by amending the title and sections 4, 5, 10, and 11 (MCL 333.27954, 333.27955, 333.27960, and 333.27961). Representative Mueller moved to report out HB 6061 with recommendation. The motion prevailed 9-3-1: FAVORABLE ROLL CALL Yeas: Reps. Hauck, Hoitenga, Bellino, Mueller, Wendzel, Clements, Mekoski, Garza, Witwer. Nays: Reps. Damoose, Outman, Steenland. Pass: Rep. Young. Representative Young moved to excuse Representatives Hertel and Yancey from the meeting. There being no objection the motion prevailed by unanimous consent.
