HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTION INTEGRITY REP. RACHELLE SMIT CHAIR COMMITTEE MEETING MINUTES Tuesday, July 1, 2025 9:00 AM Room 307, House Office Building The House Committee on Election Integrity was called to order by Chair Smit. The Chair requested attendance to be called: Present: Reps. Smit, Fox, Outman, Alexander, Hoadley, Pavlov, Wooden, Koleszar and Xiong. Absent: None. Excused: None. Representative Hoadley moved to adopt the meeting minutes from June 24, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4358, HB 4359, HB 4698 and HB 4699 before the committee: HB 4358 (Rep. Hoadley) A bill to amend 1909 PA 279, entitled "The home rule city act," (MCL 117.1 to 117.38) by adding section 3c. HB 4359 (Rep. Outman) A bill to amend 1895 PA 3, entitled "The general law village act," by amending sections 4, 5, and 13 of chapter II and section 3 of chapter V (MCL 62.4, 62.5, 62.13, and 65.3), sections 4 and 5 of chapter II and section 3 of chapter V as amended by 2012 PA 551 and section 13 of chapter II as amended by 2003 PA 305. HB 4698 (Rep. Alexander) A bill to amend 1909 PA 278, entitled "The home rule village act," (MCL 78.1 to 78.28) by adding section 24e. HB 4699 (Rep. Fox) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 362 and 370 (MCL 168.362 and 168.370), section 362 as amended by 1980 PA 112 and section 370 as amended by 2022 PA 104. Representative Hoadley testified in support of HB 4358, HB 4359, HB 4698 and HB 4699. Mary Clark, the Delta Township Clerk and representing the Michigan Association of Municipal Clerks, testified in support of HB 4358, HB 4359, HB 4698, and HB 4699. Lisa Posthumus Lyons, the Kent County Clerk and representing the Michigan Association of County Clerks, testified in support of HB 4358, HB 4359, HB 4698, and HB 4699. Questions and discussions followed. Lisa Brown, the Oakland County Clerk, testified in support of HB 4358, HB 4359, HB 4698 and HB 4699. Dolan Bair, representing Tyrone Township testified in support of HB 4699. The following people submitted a card in support of HB 4358, HB 4359, HB 4698 and HB 4699, but did not wish to speak: Melanie Macey, representing Promote the Vote. Dave Hodgkins, representing the Michigan Municipal League. Erin Schor, representing the Michigan Department of State. Sheree Ritchie, representing the Michigan Fair Elections Institute and Pure Integrity Michigan Elections. The following person submitted a card with a neutral position on HB 4699, but did not wish to speak: Judy Allen, representing the Michigan Townships Association. At 9:18 AM, the Chair laid the committee at ease. At 9:19 AM, Majority Vice Chair Fox called the committee back to order. The Majority Vice Chair laid HB 4602 before the committee: HB 4602 (Rep. Smit) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending section 794a (MCL 168.794a), as amended by 2002 PA 91. Chair Smit testified in support of HB 4602.
