HOUSE OF REPRESENTATIVES COMMITTEE ON OVERSIGHT REP. STEVEN JOHNSON CHAIR COMMITTEE MEETING MINUTES Tuesday, March 1, 2022 9:00 AM Room 521, House Office Building The House Committee on Education was called to order by Chair Hornberger. The Chair requested attendance be called: Present: Reps. Hornberger, Paquette, Green, Markkanen, O'Malley, Beeler, Damoose, Posthumus, Camilleri, Brenda Carter, Koleszar, Shannon, Stone. Absent: None. Excused: None. Representatives Brenda Carter and Shannon joined the committee remotely. Representative Damoose moved to adopt the meeting minutes from February 22, 2022. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 5859 before the committee: HB 5859 (Rep. Alexander) A bill to establish a learning loss recovery grant program; to establish a learning loss recovery fund; to provide for certain grants; to prescribe conditions for the use of grant funds; to prescribe for the use of money in the learning loss recovery fund; to provide for the administration of the learning loss recovery grant program; to provide for the administration of the learning loss recovery fund; to prescribe certain powers and duties of certain state officers, agencies, and departments; and to make appropriations to the learning loss recovery fund. Representative Markkanen moved to adopt substitute (H-1) to HB 5859. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Hornberger, Paquette, Green, Markkanen, O'Malley, Beeler, Damoose, Koleszar, Stone. Nays: None. Pass: None. Representative Alexander and Karie Denig testified in support of HB 5859. The following people submitted a card in support of HB 5859, but did not wish to speak: Ben DeGrow, representing the Mackinac Center for Public Policy. Diana Prichard, representing Americans for Prosperity. The following people submitted a card in opposition to HB 5859, but did not wish to speak: Dr. Sheryl Kennedy, representing the Michigan Department of Education. Jennifer Smith, representing the Michigan Association of School Boards. Peter Spadafore, representing the Middle Cities Education Association. Bob Kefgen, representing the Michigan Association of Secondary School Principals. Matt Schueller, representing the Michigan Association of Superintendents and Administrators.
