HOUSE OF REPRESENTATIVES COMMITTEE ON GOVERNMENT OPERATIONS REP. JASON M SHEPPARD CHAIR COMMITTEE MEETING MINUTES Wednesday, February 06, 2019 09:00 AM Room 307, House Office Building The House Standing Committee on Government Operations was called to order by Chairman Sheppard. The Chair requested attendance be called: Present: Reps. Sheppard, Cole, Lilly, Greig, Rabhi. Absent/Excused: None. Representative Lilly moved to adopt the meeting minutes from 02/05/2019 09:00 AM. There being no objection, the motion prevailed by unanimous consent. At 09:01 AM, the Chair laid the committee at ease. At 02:37 PM, the Chair called the committee back to order. The Chair laid HCR 0001 before the committee: HCR 0001 (Rep. Lower) A concurrent resolution to disapprove Executive Order No. 2019- 02. Representative Lower testified in support of his resolution. Questions and discussion followed. Jason Geer, representing the Michigan Chamber of Commerce, testified in support of the concurrent resolution. Questions and discussion followed. Nick Occhipinti, representing the Michigan League of Conservation Voters, testified in opposition to the concurrent resolution. Questions and discussion followed. Sean Hammond and James Clift, both representing the Michigan Environmental Council, testified in opposition to the concurrent resolution. Representative Cynthia A. Johnson testified in opposition to the concurrent resolution. Questions and discussion followed. Tim Griemel, representing AFSCME 25, testified in opposition to the concurrent resolution. The following people submitted a card in Support of HCR 0001, but did not wish to speak: Rebecca Park, representing the Michigan Farm Bureau. David Guenthner, representing the Mackinac Center. Amanda Fisher, representing the National Federation of Independent Businesses of Michigan. The following people submitted a card in Opposition of HCR 0001, but did not wish to speak: Travis Boeskool, representing the Michigan Department of Environmental Quality. Representative Haadsma, representing House District 62. Representative Pohutsky, representing House District 19. Representative Brixie, representing House District 69. Representative Greig offered the following amendments to HCR 0001: 1. Amend page 2, following line 17, by inserting: "Whereas, By disapproving of the Executive Order, the Legislature will also be eliminating the Office of the Environmental Justice Public Advocate and the Office of the Clean Water Public Advocate; and". Representative Greig moved to adopt the amendments to HCR 0001. The motion did not prevail 2-3-0: Yeas: Reps. Greig, Rabhi. Nays: Reps. Sheppard, Cole, Lilly. Pass: None. Representative Rabhi moved to adopt substitute (H-1) to HCR 0001. The motion did not prevail 2-3-0: UNFAVORABLE ROLL CALL Yeas: Reps. Greig, Rabhi. Nays: Reps. Sheppard, Cole, Lilly. Pass: None. Representative Lilly moved to report out House Concurrent Resolution No. 1 with the recommendation that the concurrent resolution be adopted. The motion prevailed 3-2-0: FAVORABLE ROLL CALL Yeas: Reps. Sheppard, Cole, Lilly. Nays: Reps. Greig, Rabhi. Pass: None.
