JAMES LOWER CHAIR COMMITTEE MEETING MINUTES Wednesday, February 06, 2019 12:00 PM Room 521, House Office Building, Lansing, MI The House Standing Committee on Local Government and Municipal Finance was called to order by Chairman Lower. The Clerk read a letter from House Speaker Lee Chatfield which appointed members of the House Local Government and Municipal Finance Committee. The Chair requested attendance be called: Present: Reps. Lower, Marino, Crawford, Calley, Howell, Eisen, Meerman, Paquette, Ellison, Sowerby, Garza, Hope, Kuppa. Absent/Excused: None. Representative Marino moved to adopt Wednesday at 12:00 noon in room 521 of the House Office Building as the day, time, and location for regularly scheduled meetings of the House Local Government and Municipal Finance Committee. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Lower, Marino, Crawford, Calley, Howell, Eisen, Meerman, Paquette, Ellison, Sowerby, Garza, Hope, Kuppa. Nays: None. Pass: None. The Chairman stated the committee will follow the Chapter IV as stated in the House Rules. The Chair laid HB 4101 before the committee: HB 4101 (Rep. Frederick) A bill to amend 2018 PA 57, entitled "Recodified tax increment financing act," by amending section 204 (MCL 125.4204). Representative Fredrick testified in support of HB 4101. Questions and discussion followed. The following people submitted a card in support of HB 4101, but did not wish to speak: Jen Rigterink, representing the Michigan Municipal League. Judy Allen, representing the Michigan Township Association. The Chair laid the presentation from the Michigan Township Association before the committee.
