JAMES LOWER CHAIR COMMITTEE MEETING MINUTES Wednesday, February 13, 2019 12:00 PM Room 521, House Office Building The House Standing Committee on Local Government and Municipal Finance was called to order by Chairman Lower. The Chair requested attendance be called: Present: Reps. Lower, Marino, Crawford, Calley, Howell, Eisen, Meerman, Paquette, Ellison, Sowerby, Garza, Hope, Kuppa. Absent/Excused: None. Representative Marino moved to adopt the meeting minutes from 02/06/2019 12:00 PM. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4101 before the committee: HB 4101 (Rep. Frederick) A bill to amend 2018 PA 57, entitled"Recodified tax increment financing act,"by amending section 204 (MCL 125.4204). Representative Marino moved to refer House Bill No. 4101 to the committee on Ways and Means. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Lower, Marino, Crawford, Calley, Howell, Eisen, Meerman, Paquette, Ellison, Sowerby, Garza, Hope, Kuppa. Nays: None. Pass: None. The Chair laid HB 4119 before the committee: HB 4119 (Rep. Meerman) A bill to amend 1947 PA 359, entitled"The charter township act,"by amending section 13a (MCL 42.13a), as amended by 2012 PA 191. Representative Meerman, Judy Allen, representing the Michigan Townships Association, and Adam Elenbaas, representing the Allendale Charter Township, all testified in support of the bill. Questions and discussion followed. The Chair laid HB 4095 before the committee: HB 4095 (Rep. Reilly) A bill to amend 2006 PA 110, entitled"Michigan zoning enabling act,"by amending section 102 (MCL 125.3102), as amended by 2008 PA 12. Jason and Maggie Dunn, House of Providence, testified in Support of HB 4095. Questions and discussion followed. Jen Rigterink, Michigan Municipal League, testified in opposition to HB 4095. Questions and discussion followed. Judy Allen, Michigan Township Association, testified in opposition to HB 4095. Questions and discussion followed.
