- HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION REP. PAMELA HORNBERGER CHAIR COMMITTEE MEETING MINUTES Tuesday, February 19, 2019 09:00 AM Room 521, House Office Building The House Standing Committee on Education was called to order by Chairwoman Hornberger. The Chair requested attendance be called: Present: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Hall, Markkanen, O'Malley, Wakeman, Camilleri, Sowerby, B. Carter, T. Carter, Koleszar, Stone. Absent/Excused: None. Representative O'Malley moved to adopt the meeting minutes from February 5th, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4162 before the committee: HB 4162 (Rep. Reilly) A bill to amend 1976 PA 451, entitled"The revised school code,"by amending section 1279g (MCL 380.1279g), as amended by 2016 PA 170, and by adding section 1279i. Rick Staines, representing Huffmaster, testified in support of HB 4162. Alexa Kramer, representing the Grand Rapids Chamber; Delany McKinley, representing the Michigan Manufacturers Association; and Steve Heethuis, representing AutoCam, testified in opposition to HB 4162. Questions and discussion followed. Katy Lawrence and Rose Babington, representing ACT Inc., testified in opposition to HB 4162. Questions and discussion followed. Kevin Stotts, representing Talent 2025, submitted a card in opposition to HB 4162, but did not wish to speak The following people submitted a card in Support of HB 4162, but did not wish to speak: Paul Liabenow, representing Michigan Elementary and Middle School Principals Association. Peter Spadafore, representing the Michigan Association of Superintendents. David Randels, representing Oakland Schools. Kathleen Merry, representing Wayne County Regional Educational Service Agency. Dr. David Michelson, representing the Michigan Education Association. Jennifer Smith, representing the Michigan Association of School Boards.
