- HOUSE OF REPRESENTATIVES COMMITTEE ON FINANCIAL SERVICES REP. DIANA FARRINGTON CHAIR COMMITTEE MEETING MINUTES Wednesday, February 20, 2019 12:00 PM Room 307, House Office Building The House Standing Committee on Financial Services was called to order by Chairman Farrington. The Chair requested attendance be called: Present: Reps. Farrington, Schroeder, Sheppard, Bellino, Berman, Wakeman, Gay-Dagnogo, Wittenberg, Clemente, Stone, Whitsett. Absent/Excused: None. Representative Schroeder to adopt the February 6, 2019, minutes. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4186 and HB 4187 before the committee: HB 4186 (Rep. Farrington) A bill to amend 2004 PA 452, entitled "Identity theft protection act," by amending section 4 (MCL 445.64), as added by 2018 PA 649. HB 4187 (Rep. Farrington) A bill to require certain entities to provide notice to certain persons in the event of a breach of security that results in the unauthorized acquisition of sensitive personally identifying information; to provide for the powers and duties of certain state governmental officers and entities; and to prescribe penalties and provide remedies. Andy Kingman, representing the DLA Piper State Privacy and Security Coalition, testified in support of the bills. Questions and discussion followed. Dave Worthams, representing the Michigan Bankers Association, testified in support of the bills. Questions and discussion followed. Ryan Larson and Mike Loucks, both representing Lansing Automakers Federal Credit Union, testified in support of the bills. Questions and discussion followed. Dan Papineau, representing the Michigan Chamber of Commerce, testified in opposition to the bills. Questions and discussion followed. Amy Drumm, representing the Michigan Retailers Association, testified in opposition to the bills. Questions and discussion followed. Dulaney Mckinley, representing the Michigan Manufacturers Association, testified in opposition to the bills. Michael Tierney, representing the Community Bankers of Michigan, submitted a card in support of the bills, but did not wish to speak. The following individuals submitted a card in opposition to the bills, but did not wish to speak: Amanda Fisher, representing the National Federation of Independent Business. Alexa Kramer, representing the Grand Rapids Chamber of Commerce. Brian O’Connell, representing General Motors.
