- HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION REP. JACK O'MALLEY CHAIR COMMITTEE MEETING MINUTES Tuesday, February 26, 2019 10:30 AM Room 327, House Office Building The House Standing Committee on Transportation was called to order by Chairman O'Malley. Representative Howell made a motion to adopt the minutes of the meeting held on February 19, 2019. No objections being offered, the minutes were accepted as presented. The Chair requested attendance be called: Present: Reps. O'Malley, Eisen, Cole, Sheppard, Alexander, Bellino, Howell, Afendoulis, Sneller, Clemente, Yancey, Haadsma, Shannon. Absent/Excused: None. Director Denise Donahue and Deputy Director Ed Noyola, both representing the County Road Association of Michigan, provided a presentation regarding an Introduction to County Road Agencies. Questions and discussion followed. The Chair laid HB 4060 before the committee: HB 4060 (Rep. Love) A bill to amend 2001 PA 142, entitled "Michigan memorial highway act,"(MCL 250.1001 to 250.2080) by adding section 1083. Representative Love and Sabrina Owens, representing the family and estate of Aretha Franklin, testified in support of the bill. Lois Bingham, President of the Delta Sigma Theta, Inc. Detroit Alumnae Chapter, joined to testify in support of the bill. Questions and discussion followed. The following people submitted cards in support of the bill, but did not wish to speak: Earline J. Franklin, Cristal Franklin, Brenda Franklin Corbett, and Oliver Owens, representing the Franklin Family. Lynda Dandridge, representing herself. Tonya D. Moore, President of Alpha Kappa Alpha, the Tau Alpha Omega Chapter. Representative Bellino moved to refer House Bill No. 4060 to the committee on Ways and Means. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. O'Malley, Eisen, Cole, Sheppard, Alexander, Bellino, Howell, Afendoulis, Sneller, Clemente, Yancey, Haadsma, Shannon. Nays: None.
