- HOUSE OF REPRESENTATIVES COMMITTEE ON ENERGY REP. PAULINE WENDZEL CHAIR COMMITTEE MEETING MINUTES The House Committee on Energy was called to order by Chair Wendzel. The Clerk read a letter dated January 30th, 2025, from House Speaker Matt Hall, which appointed members of the Committee on Energy. The Chair requested attendance to be called: Present: Reps. Wendzel, Prestin, Martin, DeBoer, Schmaltz, Thompson, Fairbairn, Frisbie, Linting, Tate, Brixie, Liberati, Andrews, Coffia and Herzberg. Absent: Reps. BeGole and Myers-Phillips. Excused: Reps. BeGole and Myers-Phillips. Chair Wendzel stated that the House Energy will follow the Uniform Committee Rules, stated in the House Standing Rules, that were adopted on the House Floor. Chair Wendzel offered the following proposed committee rule: At the discretion of the committee chair, a member of the public may address the committee regarding business before the committee. The committee may accept written testimony in lieu of oral testimony. Representative Martin moved to adopt the proposed committee rule. The motion prevailed 13-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Wendzel, Prestin, Martin, DeBoer, Schmaltz, Fairbairn, Frisbie, Tate, Brixie, Liberati, Andrews, Coffia and Herzberg. Nays: None. Pass: None. Representative Martin moved to adopt Tuesday at 9:00 a.m. in room 519 of the House Office Building as the standing day, time, and location of the House Energy Committee. McFall) A bill to create a program that awards grants to certain postsecondary schools in this state that establish or expand certain educational programs that lead to degrees or credentials supportive of the nuclear and hydrogen industries; and to provide for the powers and duties of certain state officers and entities. HB 4126 (Rep. Steckloff) A bill to create a fund for a program that awards grants to certain postsecondary schools in this state that establish or expand certain educational programs that lead to degrees or credentials supportive of the nuclear and hydrogen industries; and to provide for the powers and duties of certain state officers and entities. HB 4127 (Rep. Thompson) A bill to amend 1939 PA 3, entitled "An act to provide for the regulation and control of public and certain private utilities and other services affected with a public interest within this state; to provide for alternative energy suppliers and certain providers of electric vehicle charging services; to provide for licensing; to include municipally owned utilities and other providers of energy under certain provisions of this act; to create a public service commission and to prescribe and define its powers and duties; to abolish the Michigan public utilities commission and to confer the powers and duties vested by law on the public service commission; to provide for the powers and duties of certain state governmental officers and entities; to provide for the continuance, transfer, and completion of certain matters and proceedings; to abolish automatic adjustment clauses; to prohibit certain rate increases without notice and hearing; to qualify residential energy At 9:07 AM, the Chair laid the committee at ease. HB 4128 (Rep. VanWoerkom) A bill to amend 1967 PA 281, entitled "Income tax act of 1967," (MCL 206.1 to 206.847) by adding section 678. HB 4129 (Rep. Andrews) A bill to create a nuclear and hydrogen graduate attraction and retention program to award grants to certain graduates of a postsecondary school who are employed in this state at a qualified electric generation facility after graduation; to provide for the powers and duties of certain state governmental officers and entities; to prohibit the submission of false information and prescribe penalties; to provide remedies; to create certain funds; to provide for the distribution of money from certain funds; and to allow the promulgation of rules. Ken Flowers, representing Lake Michigan College, testified in support of HB 4124, HB 4126, HB 4125, HB 4127, HB 4128 and HB 4129. Questions and discussions followed.
