- HOUSE OF REPRESENTATIVES COMMITTEE ON LOCAL GOVERNMENT AND MUNICIPAL FINANCE REP. JAMES LOWER CHAIR COMMITTEE MEETING MINUTES Wednesday, February 27, 2019 12:00 PM Room 521, House Office Building The House Standing Committee on Local Government and Municipal Finance was called to order by Chairman Lower. The Chair requested attendance be called: Present: Reps. Lower, Marino, Crawford, Calley, Howell, Eisen, Meerman, Paquette, Ellison, Sowerby, Garza, Hope, Kuppa. Absent/Excused: None. Representative Marino moved to adopt the meeting minutes from February 20, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4055 before the committee: HB 4055 (Rep. Slagh) A bill to amend 1967 PA 288, entitled "Land division act," by amending section 109 (MCL 560.109), as amended by 2017 PA 196. Representative Marino moved to adopt substitute (H-2) to HB 4055. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Lower, Marino, Crawford, Calley, Howell, Eisen, Meerman, Paquette, Ellison, Sowerby, Garza, Hope, Kuppa. Nays: None. Pass: None. Brian Westrin, representing the Michigan Realtors Association, submitted a card in support of the bill, but did not wish to speak. Representative Crawford moved to refer House Bill No. 4055 to the committee on Ways and Means, with recommendation as substitute (H-2). The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Lower, Marino, Crawford, Calley, Howell, Eisen, Meerman, Paquette, Ellison, Sowerby, Garza, Hope, Kuppa. Nays: None. Pass: None.
