HOUSE OF REPRESENTATIVES COMMITTEE ON HEALTH POLICY REP. HANK VAUPEL CHAIR COMMITTEE MEETING MINUTES Thursday, February 28, 2019 10:30 AM Room 519, House Office Building The House Standing Committee on Health Policy was called to order by Chairman Vaupel. The Chair requested attendance be called: Present: Reps. Vaupel, Frederick, Alexander, Calley, Hornberger, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Garrett, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Absent/Excused: None. Representative Frederick moved to adopt the meeting minutes from February 21, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4057 before the committee: HB 4057 (Rep. Marino) A bill to amend 1998 PA 58, entitled "Michigan liquor control code of 1998,"by amending section 221 (MCL 436.1221), as amended by 2018 PA 346. Annette Downey, representing the Oakland Community Health Network, submitted a card in support of the bill, but did not wish to speak. Representative Frederick moved to refer House Bill No. 4057 to the committee on Ways and Means. The motion prevailed 18-0-1: FAVORABLE ROLL CALL Yeas: Reps. Vaupel, Frederick, Alexander, Calley, Hornberger, Lower, Afendoulis, Filler, Mueller, Wozniak, Liberati, Garrett, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Nays: None. Pass: Rep. Whiteford. The Chair invited Peter Fotos, representing the Pharmaceutical Research and Manufacturers of America to give a presentation on the cost, in context, of prescription medicines. Questions and discussion followed. The Chair invited Greg Hoke, and Stephen Rapundalo, representing the Michigan Biotechnology Innovation Organization, to give a presentation on the overview of their company. Questions and discussion followed. The Chair called Peter Fotos, representing the Pharmaceutical Research and Manufacturers of America, to answer additional questions. The Chair laid HB 4156 before the committee: HB 4156 (Rep. Vaupel) A bill to amend 1943 PA 240, entitled "State employees' retirement act, "by amending section 68c (MCL 38.68c), as amended by 2018 PA 357. Vice – Chair Frederick assumed the gavel at 11:31 a.m. Chairman Vaupel testified in support of the bill. Questions and discussion followed. The Chair assumed the chair 11:35 a.m. Dr. George Mellos, representing the Behavioral Health and Developmental Disabilities Administration, testified with a neutral position to the bill. Questions and discussion followed. Tim Greimel, representing the American Federation of State, County, and Municipal Employees – Council 25, testified in opposition to the bill. The following people submitted a card in support of HB 4156, but did not wish to speak: Kristen Kraft, representing Blue Cross Blue Shield of Michigan. Jane Sherzer, representing the Michigan Psychiatric Society. The following people submitted a card in opposition of HB 4156, but did not wish to speak: Stephanie Glidden, representing the Michigan American Federation of Labor and Congress of Industrial Organizations. Maria Enriquez, representing the United Auto Workers 6000. There being no further business before the committee, the Chair adjourned the meeting at 11:47 AM.
