JASON M SHEPPARD CHAIR COMMITTEE MEETING MINUTES Tuesday, March 5, 2019 9:00 AM Room 308, House Office Building The House Standing Committee on Government Operations was called to order by Chairman Sheppard. The Chair requested attendance be called: Present: Reps. Sheppard, Cole, Lilly, Greig, Rabhi. Absent/Excused: None. Representative Lilly moved to adopt the meeting minutes from Februar20, 2019. There being no objection, the motion prevailed by unanimous consent. At 9:01 AM, the Chair laid the committee at ease. At 9:05 AM, the Chair called the committee back to order. The Chair laid HB 4007, HB 4008, HB 4009, HB 4010, HB 4011, HB 4012, HB 4013, HB 4014 HB 4015, HB 4016 before the committee: HB 4007 (Rep. Rendon) A bill to amend 1976 PA 442, entitled "Freedom of information act," by amending section 13 (MCL 15.243), as amended by 2018 PA 68. HB 4008 (Rep. Guerra) A bill to amend 1976 PA 442, entitled "Freedom of information act," by amending sections 1 and 2 (MCL 15.231 and 15.232), section 1 as amended by 1997 PA 6 and section 2 as amended by 2018 PA 68, and by designating part 1. HB 4009 (Rep. Lasinski) A bill to amend 1976 PA 442, entitled "Freedom of information act,"(MCL 15.231 to 15.246) by adding sections 59e and 59f. HB 4010 (Rep. Glenn) A bill to amend 1976 PA 442, entitled "Freedom of information act,"(MCL 15.231 to 15.246) by adding sections 59a and 59b. HB 4011 (Rep. Representative Rendon and Representative Guerra presented the package of bills to the committee. Questions and discussion followed. Senator McBroom and Senator Moss both testified in support of the bills. Questions and discussion. Lisa McGraw, representing the Michigan Press Association, testified in support of the bills. Lonnie Scott, representing Progress Michigan, testified in opposition to the bills. Questions and discussion followed. The following people submitted a card in support of the bills, but did not wish to speak: Mike Reitz, representing the Michigan Council on Open Government. Tony Daunt, representing the Michigan Freedom Fund. Merissa Kovach, representing the American Civil Liberties Union of Michigan. David Guenthner, representing the Mackinaw Center. Tim Minotas, representing the Michigan Sierra Club. There being no further business before the committee, the Chair adjourned the meeting at 10:01 AM.
