- HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION AND INFRASTRUCTURE REP. PAT OUTMAN CHAIR COMMITTEE MEETING MINUTES Tuesday, July 29, 2025 Noon. Room 519, House Office Building The House Committee on Transportation and Infrastructure was called to order by Chair Outman. The Chair requested attendance to be called: Present: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Bohnak, Frisbie, Wortz, Herzberg, Koleszar and Miller. Absent: Reps. Prestin, Hope, Andrews, Grant and Wilson. Excused: Reps. Prestin, Hope, Andrews, Grant and Wilson. Representative Alexander moved to adopt the meeting minutes from July 15, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4674 before the committee: HB 4674 (Rep. Outman) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 236 (MCL 257.236), as amended by 2024 PA 2. Representative Kunse moved to report out HB 4674 with recommendation. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Bohnak, Frisbie, Wortz, Herzberg, Koleszar and Miller. Nays: None. Pass: None. The Chair laid HB 4349 before the committee: HB 4349 (Rep. DeBoyer) A bill to amend 1909 PA 279, entitled "The home rule city act," (MCL 117.1 to 117.38) by adding section 5l. Representative Neyer moved to adopt substitute (H-1) to HB 4349. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Bohnak, Frisbie, Wortz, Herzberg, Koleszar and Miller. Nays: None. Pass: None. Representative Bohnak moved to report out HB 4349 with recommendation, as substitute (H-1). The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Bohnak, Frisbie, Wortz, Herzberg, Koleszar and Miller. Nays: None. Pass: None. The Chair laid HB 4522 before the committee: HB 4522 (Rep. Bruck) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 634 (MCL 257.634), as amended by 2021 PA 43. Representative Bruck testified in support of HB 4522. The following person submitted a card in support of HB 4522, but did not wish to speak: Graham Filler, representing the Michigan Trucking Association. The following person submitted a card with a neutral position on HB 4522, but did not wish to speak: Max Aulbach, representing the Michigan Department of Transportation. Chair Outman laid before the committee a presentation from the House Fiscal Agency. Bill Hamiton, representing the House Fiscal Agency, gave a presentation on the Registration Tax Revenue and Transportation Funding to the committee. Questions and discussion followed. Chair Outman laid before the committee a presentation from the Michigan Department of State. Jackie Venton, Chief Operating Officer, and Erin Carey Schor, both representing the Michigan Department of State, gave a presentation to the committee. Questions and discussion followed. Representative Herzberg moved to excuse Representatives Prestin, Hope, Andrews, Grant and Wilson from the meeting. There being no objection the motion prevailed by unanimous consent.
