- HOUSE OF REPRESENTATIVES COMMITTEE ON MILITARY, VETERANS AND HOMELAND SECURITY REP. BEAU M LAFAVE CHAIR COMMITTEE MEETING MINUTES Tuesday, March 5, 2019 12:00 PM Room 307, House Office Building The House Standing Committee on Military, Veterans and Homeland Security was called to order by Chairman LaFave. The Chair requested attendance be called: Present: Reps. LaFave, Mueller, Marino, Afendoulis, Markkanen, Jones, Carter, Manoogian. Absent/Excused: Rep. Chirkun. Representative Mueller moved to adopt the meeting minutes from February 19th. 2019. There being no objection, the motion prevailed by unanimous consent. Representative Jones moved to excuse Representative Chirkun from the meeting. There being no objection the motion prevailed by unanimous consent. The Chair laid HCR 0003 before the committee: HCR 0003 (Rep. LaFave) A concurrent resolution to call on the Michigan Veterans' Facility Authority to ensure plans for the new state veterans homes include designated smoking areas. At 12:01 PM, the Chair laid the committee at ease. At 12:02 PM, the Majority Vice Chair Mike Mueller called the committee back to order. Chairman LaFave testified in support of his Concurrent Resolution. Questions and discussion followed. At 12:10 PM, the Majority Vice Chair Mike Mueller laid the committee at ease. At 12:11 PM, the Chair called the committee back to order. Mark Sutton, representing the American Legion Department of Michigan, testified in support of HCR 0003. The Chair laid HR 0028 before the committee: HR 0028 (Rep. Rendon) A resolution to opposing the lawsuit filed by Michigan's Attorney General challenging the President's emergency declaration to build a wall on the southern border of the United States. Representative Rendon testified in support of the resolution. Questions and discussion followed. The following people submitted a card in opposition of HR 0028, but did not wish to speak: Laura Sager, Michigan Immigrant Rights Center Laura Sager, representing Justice Strategies Representative Mueller moved to report out House Resolution No. 28 with the recommendation that the resolution be adopted. The motion prevailed 5-2-1: FAVORABLE ROLL CALL Yeas: Reps. LaFave, Mueller, Marino, Afendoulis, Markkanen. Nays: Reps. Carter, Manoogian. Pass: Rep. Jones.
