The Chair requested attendance be called: Present: Reps. Sheppard, Cole, Lilly, Greig, Rabhi. Absent/Excused: None. Representative Lilly moved to adopt the meeting minutes from March 5, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4007, HB 4008, HB 4009, HB 4010, HB 4011, HB 4012, HB 4013, HB 4014, HB 4015 and HB 4016 before the committee: HB 4007 (Rep. Rendon) A bill to amend 1976 PA 442, entitled "Freedom of information act," by amending section 13 (MCL 15.243), as amended by 2018 PA 68. HB 4008 (Rep. Guerra) A bill to amend 1976 PA 442, entitled "Freedom of information act," by amending sections 1 and 2 (MCL 15.231 and 15.232), section 1 as amended by 1997 PA 6 and section 2 as amended by 2018 PA 68, and by designating part 1. HB 4009 (Rep. Lasinski) A bill to amend 1976 PA 442, entitled" Freedom of information act,"(MCL 15.231 to 15.246) by adding sections 59e and 59f. HB 4010 (Rep. Schroeder) A bill to amend 1976 PA 442, entitled “Freedom of information act,"(MCL 15.231 to 15.246) by adding section 55. HB 4015 (Rep. Filler) A bill to amend 1976 PA 442, entitled “Freedom of information act,"(MCL 15.231 to 15.246) by adding sections 59c and 59d. HB 4016 (Rep. Camilleri) A bill to amend 1986 PA 268, entitled “Legislative council act, “by amending section 104a (MCL 4.1104a), as amended by 2013 PA 241. The Chair gave remarks pertaining to the proposed changes on the package of bills. Jasmine Braun-Moreland, Legislative Affairs for Governor Gretchen Whitmer, submitted a card in support of the bill, and stated that the Governor maintains her belief in the importance of judicial review, but supports this package in the spirit of compromise. The following people submitted a card in support of the bills, but did not wish to speak: Merissa Kovach, representing the American Civil Liberties Union of Michigan.
