- HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTION INTEGRITY REP. RACHELLE SMIT CHAIR COMMITTEE MEETING MINUTES Tuesday, August 19, 2025 9:00 AM Room 307, House Office Building The House Committee on Election Integrity was called to order by Chair Smit. The Chair requested attendance to be called: Present: Reps. Smit, Fox, Outman, Alexander, Hoadley, Pavlov, Wooden, Koleszar and Xiong. Absent: None. Excused: None. Representative Hoadley moved to adopt the meeting minutes from July 15, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4736 before the committee: HB 4736 (Rep. Smit) A bill to amend 1954 PA 116, entitled "Michigan election law," by amending sections 194, 195, and 198 (MCL 168.194, 168.195, and 168.198), sections 195 and 198 as amended by 2012 PA 276. At 9:08 AM, the Chair laid the committee at ease. At 9:09 AM, Majority Vice Chair Fox called the committee back to order. Chair Smit testified in support of HB 4736. Questions and discussions followed. At 9:13 AM, Majority Vice Chair Fox laid the committee at ease. At 9:15 AM, the Chair called the committee back to order. Howard Green. The Chair laid HB 4642 before the committee: HB 4642 (Rep. Rigas) A bill to amend 1976 PA 388, entitled "Michigan campaign finance act," by amending section 15 (MCL 169.215), as amended by 2015 PA 269. Representative Fox moved to report out HB 4642 with recommendation that the bill be referred to the Committee on Rules. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Smit, Fox, Outman, Alexander, Hoadley, Pavlov, Wooden, Koleszar and Xiong. Nays: None. Pass: None. The committee returned to consideration of HB 4707. Representative Hoadley moved to report out HB 4707 with recommendation. The motion prevailed 6-3-0: FAVORABLE ROLL CALL Yeas: Reps. Smit, Fox, Outman, Alexander, Hoadley and Pavlov. Nays: Reps. Wooden, Koleszar and Xiong. Pass: None. There being no further business before the committee, Chair Smit adjourned the meeting at 10:05 AM.
