- HOUSE OF REPRESENTATIVES COMMITTEE ON ENERGY REP. JOSEPH N BELLINO CHAIR COMMITTEE MEETING MINUTES Wednesday, March 13, 2019 9:00 a.m. Room 519, House Office Building The House Standing Committee on Energy was called to order by Chairman Bellino. The Chair requested attendance be called: Present: Reps. Bellino, Wendzel, Alexander, Frederick, Lower, Filler, Markkanen, Mueller, O'Malley, Lasinski, Sneller, T. Carter, Haadsma, Kuppa, Manoogian, Shannon. Absent/Excused: Rep. Schroeder. Representative Lower moved to adopt the meeting minutes from March 6, 2019. There being no objection, the motion prevailed by unanimous consent. Representative Markkanen moved to excuse Representative Schroeder from the meeting. There being no objection the motion prevailed by unanimous consent. The Chair laid HR 0041 before the committee: HR 0041 (Rep. Hall) A resolution to oppose the Green New Deal as outlined in U.S. House Resolution 109 and U.S. Senate Resolution 59 and encourage our national leaders to pursue smarter evidence-based regulatory practices. Representative Hall testified in support of the House Resolution. Questions and discussion followed. JerriLynn Osmar, representing herself as a concerned citizen, testified in opposition to the House Resolution. Representative Filler moved to report out House Resolution No. 41 with the recommendation that the resolution be adopted. The motion prevailed 9-7-0: FAVORABLE ROLL CALL Yeas: Reps. Bellino, Wendzel, Alexander, Frederick, Lower, Filler, Markkanen, Mueller, O'Malley. Nays: Reps. Lasinski, Sneller, T. Carter, Haadsma, Kuppa, Manoogian, Shannon. Pass: None. Chairman Bellino laid before the committee a presentation by the Michigan Public Service Commission. Sally Talbert, Chairman of the Michigan Public Service Commission, gave a presentation to the committee. Questions and discussion followed. Chairman Bellino laid before the committee a presentation by the Great Lakes Renewable Energy Association. John Freeman and John Sarver, both representing the Great Lakes Renewable Energy Association, and Mike Linsea, representing Solar Installers, gave a presentation to the committee.
