HOUSE OF REPRESENTATIVES COMMITTEE ON COMMERCE AND TOURISM REP. STEVE MARINO CHAIR COMMITTEE MEETING MINUTES Thursday, March 14, 2019 9:00 AM Room 327, House Office Building The House Standing Committee on Commerce and Tourism was called to order by Chairman Marino. The Chair went ease at the call of the chair at 9:01 a.m. The committee reconvened at 9:11 a.m. The Chair requested attendance be called: Present: Representatives Marino, Wendzel, Reilly, Meerman, Wakeman, Cambensy, Camilleri, Hope, Manoogian, Robinson. Absent/Excused: Representative Schroeder. Representative Wakeman moved to adopt the meeting minutes from February 28, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4091 before the committee: HB 4091 (Rep. LaFave) A bill to amend 1992 PA 147, entitled “Neighborhood enterprise zone act, “by amending sections 2 and 8 (MCL 207.772 and 207.778), section 2 as amended by 2010 PA 9 and section 8 as amended by 2005 PA 339. Representative Beau LaFave, the bill sponsor, explained the bill. Questions followed. Michael Rackyect, City Assessor for the City of Southfield, testified in support of the bill. Questions followed. Jacob Thurston, Deputy City Assessor for the City of Southfield, answered questions from committee members. Jennifer Rigterink, Legislative Associate for the Michigan Municipal League, testified in opposition to the bill. Questions followed. Judy Allen, Director of Government Relations for the Michigan Townships Association, submitted a testimony card in support of the bill, but did not wish to speak. Paul G. Connors, Legislative Liaison to the Michigan Department of Treasury, submitted a testimony stating the department is neutral on the bill. The Chair laid HB 4303 before the committee: HB 4303 (Rep. Hoitenga) A bill to provide for the official time followed in this state; and to provide for the elimination of daylight savings time in this state. Representative Michele Hoitenga, the bill sponsor, explained the bill. Questions and discussion followed. Copies of her handouts are attached. Marvin Rubingh, owner of Rubingh's Dairyland, testified in support of the bill. Representative Wakeman moved to excuse Representative Schroeder from today’s committee meeting.
