JASON M SHEPPARD CHAIR COMMITTEE MEETING MINUTES Tuesday, March 19, 2019 9:00 AM Room 308, House Office Building The House Standing Committee on Government Operations was called to order by Chairman Sheppard. The Chair requested attendance be called: Present: Reps. Sheppard, Cole, Lilly, Greig, Rabhi. Absent/Excused: None. Representative Cole moved to adopt the meeting minutes from March 12, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4366 and HB 4367 before the committee: HB 4366 (Rep. Sheppard)A bill to amend 1978 PA 368, entitled” Public health code,” by amending section 17744b (MCL 333.17744b), as amended by 2016 PA 384. HB 4367 (Rep. Sheppard)A bill to allow library employees or agents to carry and administer opioid antagonists in certain circumstances; to provide access to opioid antagonists by certain libraries and library employees or agents; and to limit the civil and criminal liability of certain libraries and library employees or agents for the possession, distribution, and use of opioid antagonists under certain circumstances. The Chair testified in support of HB 4366 and HB 4367. Gail Madzair, representing the Michigan Library Association, and Kristin Shelley, representing East Lansing Public Library, both testified in support of HB 4366 and HB 4367. Questions and discussion followed. The following people submitted a card in support of HB 4366 and HB 4367, but did not wish to speak: Caroline Liethein, representing Michigan Department of Education. The Chair laid HB 4306 before the committee: HB 4306 (Rep. Cole) A bill to amend 1961 PA 236, entitled “Revised judicature act of 1961,"by amending section 3212 (MCL 600.3212), as amended by 2011 PA 301. Representative Cole and Brad Thompson, representing the Detroit Legal News, testified in support of HB 4306. Questions and discussion followed. The following people submitted a card with a neutral position on HB 4306, but did not wish to speak: Haleigh Krombeen, representing the Michigan Credit Union League. The following people submitted a card in support of HB 4306, but did not wish to speak: Lisa McGraw, Michigan Press Representative Lilly moved to report out House Bill No. 4306 with the recommendation.
