HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION AND INFRASTRUCTURE REP. PAT OUTMAN CHAIR COMMITTEE MEETING MINUTES Tuesday, August 19, 2025 Noon. Room 519, House Office Building The House Committee on Transportation and Infrastructure was called to order by Chair Outman. The Chair requested attendance to be called: Present: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Hope, Koleszar, Andrews, Grant and Wilson. Absent: Reps. Herzberg and Miller. Excused: Reps. Herzberg and Miller. Representative Alexander moved to adopt the meeting minutes from July 29, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4522 before the committee: HB 4522 (Rep. Bruck) A bill to amend 1949 PA 300, entitled "Michigan vehicle code," by amending section 634 (MCL 257.634), as amended by 2021 PA 43. The following person submitted a card in support of HB 4522, but did not wish to speak: Stephanie Szymas, representing the Michigan Trucking Association. Representative Bruck moved to report out HB 4522 with recommendation. The motion prevailed 14-1-0: FAVORABLE ROLL CALL Yeas: Reps. Outman, Alexander, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Hope, Koleszar, Andrews, Grant and Wilson. Nays: Rep. Carra. Pass: None. The Chair laid SB 70 before the committee: SB 70 (Sen. Bellino) A bill to amend 2001 PA 142, entitled "Michigan memorial highway act," (MCL 250.1001 to 250.2092) by adding section 115. Representative Wortz, on behalf of Senator Bellino, testified in support of SB 70. Questions and discussions followed. The following person submitted a card in support of SB 70, but did not wish to speak: Matt Saxton, representing the Michigan Sheriffs' Association. Representative Wortz moved to report out SB 70 with recommendation. The motion prevailed 15-0-0: FAVORABLE ROLL CALL Yeas: Reps. Outman, Alexander, Carra, Bruck, Kunse, Neyer, Prestin, Bohnak, Frisbie, Wortz, Hope, Koleszar, Andrews, Grant and Wilson. Nays: None. Pass: None. Chair Outman laid before the committee a presentation from the County Road Association. Ed Noyla, Denise Donohue, and Steve Puuri gave a presentation on local bridges to the committee. Questions and discussion followed. Chair Outman laid before the committee a presentation from the Michigan Department of Transportation. Rebecca Curtis gave a presentation on the MDOT Bureau of Bridges and Structures to the committee. Questions and discussion followed. Representative Bruck moved to excuse Representatives Herzberg and Miller from the meeting. There being no objection the motion prevailed by unanimous consent.
