- HOUSE OF REPRESENTATIVES COMMITTEE ON LOCAL GOVERNMENT AND MUNICIPAL FINANCE REP. JAMES LOWER CHAIR COMMITTEE MEETING MINUTES Wednesday, March 20, 2019 12:00 PM Room 521, House Office Building The House Standing Committee on Local Government and Municipal Finance was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Lower, Marino, Crawford, Calley, Howell, Eisen, Meerman, Paquette, Ellison, Sowerby, Garza, Kuppa. Absent/Excused: Rep. Hope. Representative Crawford moved to adopt the meeting minutes from March 13, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4121 before the committee: HB 4121 (Rep. Byrd) A bill to amend 1893 PA 206, entitled “The general property tax act,” by amending section 78q (MCL 211.78q), as amended by 2016 PA 518. Tim Greimel, representing AFSCME Council 25, testified in support of HB 4121. Representative Ellison moved to refer House Bill No. 4121 to the committee on Ways and Means with recommendation. The motion prevailed 12-0-0: FAVORABLE ROLL CALL Yeas: Reps. Lower, Marino, Crawford, Calley, Howell, Eisen, Meerman, Paquette, Ellison, Sowerby, Garza, Kuppa. Nays: None. Pass: None. Representative Ellison moved to excuse Representative Hope from the meeting. There being no objection the motion prevailed by unanimous consent.
