- HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION REP. PAMELA HORNBERGER CHAIR COMMITTEE MEETING MINUTES Tuesday, April 9, 2019 9:00 AM Room 521, House Office Building The House Standing Committee on Education was called to order by Chair Hornberger. The Chair requested attendance be called: Present: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Hall, Markkanen, O'Malley, Wakeman, Camilleri, Sowerby, B. Carter, T. Carter, Koleszar. Absent/Excused: Rep. Stone. Representative Wakeman moved to adopt the meeting minutes from the March 19th, 2019 meeting. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4368 and HB 4369 before the committee: HB 4368 (Rep. Hornberger) A bill to amend 1979 PA 94, entitled" The state school aid act of 1979,"by repealing section 160 (MCL 388.1760). HB 4369 (Rep. Johnson) A bill to amend 1976 PA 451, entitled" The revised school code," by amending section 1284a (MCL 380.1284a), as added by 2007 PA 101; and to repeal acts and parts of acts. Representative Paquette moved to adopt substitute (H-1) to HB 4369. The motion prevailed 13- 0-0: FAVORABLE ROLL CALL Yeas: Reps. Hornberger, Paquette, Crawford, Vaupel, Reilly, Markkanen, O'Malley, Wakeman, Camilleri, Sowerby, B Carter, T Carter, Koleszar. Nays: None. Pass: None. Chair Hornberger handed the gavel over to Vice Chair Paquette at 9:06 a.m. Chair Hornberger and Representative S. Johnson testified in support of HB 4368 and HB 4369. Questions and discussion followed. Nicki Polan, representing the Michigan Boating Industries Association, and Connor Spalding, representing the Michigan Restaurant and Lodging Association, both spoke in opposition to the bills. Questions and discussion followed. Jennifer Smith, representing the Michigan Association of School Boards, and Peter Spadafore, representing the Michigan Association of Superintendents, both spoke in support of the bills, as introduced. Beth DeShone, representing the Great Lakes Education Project, spoke in support of the bills. The following people submitted a card in support of HB 4368 and HB 4369, but did not wish to speak: Chris Glass, representing Michigan Talent Triangle. Rusty Merchant, representing Grand Rapids Public Schools. Caroline Liethen, representing Michigan Department of Education. Bob Kefgen, representing the Michigan Association of School Principals. Tony Daunt, representing Michigan Freedom Fund. David Randels, representing Oakland Schools. Alicia Urbain, representing Michigan Association of Public School Academies. Bob Lukens, representing the Muskegon County Convention and Visitors Bureau. Matt Sowash, representing the Michigan Association of Convention and Visitors Bureau. Amy Drumm, representing the Michigan Detailer’s Association. Patricia Widmayer, representing the Michigan Bed and Breakfast Association. Linda Hoath, representing the Sault St. Marie Convention and Visitors Bureau. Mary Zucchero, representing the Livingston County Convention and Visitors Bureau. Ken Hayward, representing The Grand Hotel. Jack Schripsema, President and CEO of the Greater Lansing Convention and Visitors Bureau. Kathryn Kenny, representing the Manistee County Convention and Visitors Bureau. Representative O'Malley moved to excuse Representative Stone from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Vice Chair Paquette adjourned the meeting at 9:41 AM.
