HOUSE OF REPRESENTATIVES COMMITTEE ON FAMILIES, CHILDREN, AND SENIORS REP. KATHY CRAWFORD CHAIR COMMITTEE MEETING MINUTES Wednesday, April 10, 2019 9:00 AM Room 308, House Office Building The House Standing Committee on Families, Children, and Seniors was called to order by Kathy Crawford, Chair. The Chair requested attendance be called: Present: Reps. Crawford, Rendon, Hoitenga, Meerman, Wozniak, Garrett, B Carter, C Johnson. Absent/Excused: Rep. Liberati. The Chair laid HB 4108 before the committee: HB 4108 (Rep. Hauck) A bill to amend 1975 PA 238, entitled "Child protection law, "by amending section 3 (MCL 722.623), as amended by 2016 PA 35. Representative Roger Hauck, the bill sponsor, explained the bill and introduced Jena Colon, PT, DPT, Director of Legislative Affairs for the Michigan Physical Therapy Association (MPTA), who testified in support of the bill. Questions followed. A copy of Ms. Colon’s written testimony is attached. Representative Hoitenga moved to adopt the meeting minutes from March 20, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair returned to House Bill 4108. Colin Parks, Manager of the Children’s Protective Services and Family Preservation Program Office in the Michigan Department of Health and Human Services, submitted a testimony card stating the department is neutral on the bill. The following submitted testimony cards in support of the bill, but did not wish to speak: Janet Downey, PT, MPT, PCS, representing the M PTA, and Amy Zaagman, Executive Director of the Michigan Council for Maternal and Child Health. The Chair laid HB 4304 and HB 4305 before the committee: HB 4304 (Rep. Vaupel) A bill to amend 1982 PA 295, entitled "Support and parenting time enforcement act, "by amending sections 2, 5a, and 26 (MCL 552.602, 552.605a, and 552.626), section 2 as amended by 2015 PA 256 and sections 5a and 26 as amended by 2002 PA 572. HB 4305 (Rep. Vaupel) A bill to amend 1982 PA 294, entitled "Friend of the court act, "by amending sections 2, 2a, 17, and 19 (MCL 552.502, 552.502a, 552.517, and 552.519), section 2 as amended by 2015 PA 253 and sections 2a, 17, and 19 as amended by 2009 PA 233. Representative Hank Vaupel, the sponsor for the bill package, explained the bills. Michael Adrian, Program Development Division Director in the Child Support Program Section of the Michigan Department of Human and Health Services, testified in support of the bills. Questions followed. Erin Frisch, Senior Chief Deputy Director for Opportunity at the Michigan Department of Healthand Human Services, responded to questions from members. Sandy Erskine, Friend of the Court Director for Tuscola County, testified in support of the bills. Questions followed. Kevin McKinney, representing Friend of the Court Association, submitted a testimony card in support of the bills, but did not wish to speak. Representative Garrett moved to excuse Representative Liberati from the meeting. There being no objection the motion prevailed by unanimous consent. There being no further business before the committee, Rep. Brenda Carter moved that the Committee adjourn. The motion prevailed, the time being 10:05 a.m. The Chair declared the committee adjourned.
