- HOUSE OF REPRESENTATIVES COMMITTEE ON TAX POLICY REP. LYNN AFENDOULIS CHAIR COMMITTEE MEETING MINUTES Wednesday, April 10, 2019 10:30 AM Room 521, House Office Building The House Standing Committee on Tax Policy was called to order by Chair Afendoulis. The Chair requested attendance be called: Present: Reps. Afendoulis, Lower, Vaupel, Webber, Farrington, S Johnson, Hall, O'Malley, Schroeder, Yancey, Wittenberg, Ellison, Lasinski, Whitsett. Absent: Rep. Robinson. Representative Vaupel moved to adopt the meeting minutes from the March 13th, 2019 meeting. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4203 and HB 4204 before the committee: HB 4203 (Rep. Afendoulis) A bill to amend 1933 PA 167, entitled" General sales tax act," by amending section 1a (MCL 205.51a), as amended by 2017 PA 221. HB 4204 (Rep. Kahle) A bill to amend 1937 PA 94, entitled" Use tax act," by amending section 2b (MCL 205.92b), as amended by 2017 PA 220. Chairwomen Afendoulis spoke regarding proposed substitutes to HB 4203 and HB 4304. Representative Lower moved to adopt substitute (H-1) to HB 4203. The motion prevailed 13-0- 1: FAVORABLE ROLL CALL Yeas: Reps. Afendoulis, Lower, Vaupel, Webber, Farrington, S Johnson, Hall, O'Malley, Schroeder, Yancey, Ellison, Lasinski, Whitsett. Nays: None. Pass: Rep. Wittenberg. Steve Bieda, representing the Michigan Department of Treasury, testified in opposition of HB 4203 and HB 4204. Questions and discussion followed. At 10:46 AM, the Chair laid the committee at ease. At 10:50 AM, the Chair called the committee back to order. The following submitted a card in support of HB 4203 and HB 4204, but did not wish to speak: Bret Marr, representing the Michigan Occupational Therapy Association. Dan Papineau, representing the Michigan Chamber of Commerce. Ryan Burkta, representing the Michigan Ambulatory Surgery Association. There being no further business before the committee, Rep.
