HANK VAUPEL CHAIR COMMITTEE MEETING MINUTES Thursday, April 11, 2019 10:30 AM Room 519, House Office Building The House Standing Committee on Health Policy was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Vaupel, Frederick, Alexander, Calley, Hornberger, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Garrett, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Absent/Excused: None. Representative Frederick moved to adopt the meeting minutes from March 21, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4042 before the committee: HB 4042 (Rep. Whiteford) A bill to amend 1978 PA 368, entitled “Public health code, “by amending section 17201 (MCL 333.17201), as amended by 2016 PA 499, and by adding sections 16190, 17225, and 17225a. Representative Whiteford, and Rebecca Fotsch, representing the National Council of State Boards of Nursing, testified in support of the bill. Questions and discussion followed. Derek Sova, representing the Michigan Department of Licensing and Regulatory Affairs, testified in opposition to the bill. Questions and discussion followed. Dawn Kettinger, representing the Michigan Nurses Association, testified in opposition to the bill. Questions and discussion followed. Abigail Nobel, representing Michigan Healthcare Freedom, testified in opposition to the bill. Questions and discussion followed. Tim Greimel, representing the American Federation of State, County, and Municipal Employees Council 25, testified in opposition to the bill. Questions and discussion followed. The Chair invited Laurie Calbo, representing Wayne State University, and Mary McCoy, representing the Michigan Council of Nurse Practitioners, to give a presentation on Nursing Professions - Scope of Practice. Questions and discussion followed. There being no further business before the committee, Rep. Hank Vaupel adjourned the meeting at 11:47 AM.
