- HOUSE OF REPRESENTATIVES COMMITTEE ON ELECTIONS AND ETHICS REP. JULIE CALLEY CHAIR COMMITTEE MEETING MINUTES Wednesday, April 17, 2019 10:30 AM Room 327, House Office Building The House Standing Committee on Elections and Ethics was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Calley, Sheppard, Hornberger, Marino, Paquette, Guerra, Hope. Absent/Excused: None. Representative Marino moved to adopt the minutes from the March 6th, 2019 meeting. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4446 before the committee: HB 4446 (Rep. Calley) A bill to amend 1976 PA 388, entitled “Michigan campaign finance act,” by amending sections 5, 9, 12, 21, 24, 34, 41, 51, 54, and 55 (MCL 169.205, 169.209, 169.212, 169.221, 169.224, 169.234, 169.241, 169.251, 169.254, and 169.255), sections 5 and 41 as amended by 1999 PA 237, sections 9, 24, 51, 54, and 55 as amended by 2017 PA 119, section 12 as amended by 2001 PA 250, section 21 as amended by 2015 PA 269, and section 34 as amended by 2012 PA 277. At 10:34 AM, the Chair laid the committee at ease. At 10:35 AM, the Majority Vice Chair Jason Sheppard called the committee back to order. Representative Julie Calley testified in support of HB 4446. At 10:37 AM, the Majority Vice Chair Jason Sheppard laid the committee at ease. At 10:38 AM, the Chair called the committee back to order. Eric Doster testified in support of HB 4446. Questions and discussion followed. Jenita Moore and Matt Levin, Secretary of State, testified in opposition to HB 4446. Questions and discussion followed.
