- HOUSE OF REPRESENTATIVES COMMITTEE ON WAYS AND MEANS REP. BRANDT IDEN CHAIR COMMITTEE MEETING MINUTES Thursday, April 18, 2019 10:30 AM Room 352, House Appropriations, State Capitol Building The House Standing Committee on Ways and Means was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Wentworth, Warren, Byrd, Neeley, Hertel. Absent/Excused: None. The Chair introduced his constituents, Mr. John Beck and his history class from Heritage Christian Academy. Rep. Leutheuser, introduced his constituent, William Behrendt from Hillsdale, MI. The Chair laid HB 4048 and HB 4049 before the committee: HB 4048 (Rep. Inman) A bill to amend 1982 PA 162, entitled “Nonprofit corporation act, “by amending section 123 (MCL 450.2123), as amended by 2014 PA 557. HB 4049 (Rep. Inman) A bill to amend 1897 PA 230, entitled “An act to provide for the formation of corporations for the purpose of owning, maintaining and improving lands and other property kept for the purposes of summer resorts or for ornament, recreation or amusement, and to repeal all laws or parts of laws in conflict herewith; and to impose certain duties on the department of commerce,"(MCL 455.1 to 455.24) by adding section 19. Representative Marino testified in support of HB 4048 and HB 4049. Questions and discussion followed. Trey Hines, Representative Inman's office, testified in support of HB 4048 and HB 4049. Johnson) A bill to amend 1978 PA 368, entitled “Public health code,” by amending section 2891 (MCL 333.2891), as amended by 2013 PA 136. HB 4153 (Rep. Guerra) A bill to amend 1978 PA 368, entitled “Public health code,” by amending section 2803 (MCL 333.2803), as amended by 2012 PA 499. Representative Steven Johnson testified in support of HB 4152 and HB 4153. Questions and discussion followed. Representative Guerra testified in support of HB 4152 and HB 4153. Questions and discussion followed. Representative Warren moved to adopt substitute (H-2) to HB 4152. The motion prevailed 11-0- 0: FAVORABLE ROLL CALL Yeas: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Wentworth, Warren, Byrd, Neeley, Hertel. Nays: None. Pass: None. Representative Lilly moved to adopt substitute (H-2) to HB 4153. The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Wentworth, Warren, Byrd, Neeley, Hertel. Nays: None. Pass: None. Jeff Duncan and Tammy Weaver, representing the Michigan Department of Health and Human Services, testified with no position on HB 4152 and HB 4153. Representative Hertel moved to adopt the meeting minutes from April 16, 2019. There being no objection, the motion prevailed by unanimous consent.
