KATHY CRAWFORD CHAIR COMMITTEE MEETING MINUTES Wednesday, April 24, 2019 9:00 AM Room 308, House Office Building The House Standing Committee on Families, Children, and Seniors was called to order by the Chair, Representative Kathy Crawford. The Chair requested attendance be called: Present: Reps. Crawford, Rendon, Hoitenga, Meerman, Wozniak, Garrett, Liberati, Brenda Carter, Cynthia A. Johnson. Absent/Excused: None. Representative Garrett moved to adopt the meeting minutes of April 10, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4108 before the committee: HB 4108 (Rep. Hauck) A bill to amend 1975 PA 238, entitled"Child protection law,"by amending section 3 (MCL 722.623), as amended by 2016 PA 35. Representative Rendon moved to refer House Bill No. 4108 to the committee on Judiciary. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Representatives Hornberger and Afendoulis testified in support of HB 4320 and HB 4321. LeAnn Kirrmann testified in support of HB 4320 and HB 4321. Questions and discussion followed. Dr. Donna J. Harrison M.D., Executive Director of the American Association of Pro-Life Obstetricians and Gynecologists, testified in support of HB 4320 and HB 4321. A copy of her written testimony is attached Amanda West, Director of Government Relations for Planned Parenthood of Michigan/Planned Parenthood Advocates of Michigan, testified in opposition of HB 4320 and HB 4321. Questions and discussion followed. A copy of her written testimony is attached. Monica M. Miller Ph.D., Director of Citizens for a Prolife Society, testified in support of HB 4320 and HB 4321l. A copy of her written testimony is attached. Merissa Kovach, Policy Strategist for the American Civil Liberties Union of Michigan, testified in opposition of HB 4320 and HB 4321. A copy of her written testimony is attached. Professor William Wagner testified in support of HB 4320 and HB 4321. Questions and discussion followed. A copy of his written testimony is attached. Cassy Jones McBryde, representing Save the 1, testified in support of HB 4320 and HB 4321. Questions and discussion followed. Dr. Laura Owens, representing the American College of Obstetricians and Gynecologists, testified in support of HB 4320 and HB 4321. Questions and discussion followed. Genevieve Marnon, Right to Life of Michigan, testified in support of HB 4320 and HB 4321. Questions and discussion followed. A copy of her written testimony is attached. Rebecca Mastee, representing the Michigan Catholic Conference, testified in support of HB 4320 and HB 4321. A copy of her written testimony is attached. Dr. Donna J. Harrison M.D., Executive Director of the American Association of Pro-Life Obstetricians and Gynecologists, came up and sat next to Ms. Mastee to address a committee member’s question. The following people submitted a card in opposition of HB 4320 and HB 4321, but did not wish to speak: Mary Pollock, Government Relations Coordinator for the American Association of University Women; Lauren Randazzo, Representing Planned Parenthood; Shannon Fryorer; Emily Kupja; Tessa Gawrylowicz; Domenica Dalla-Vecchia; Melissa Wagner; John Kesserich; Jordon Wyer; Lara Chelian, JD, Director of Advocacy & Development for Northland Family Planning; and Gabriells Strubhar. The following individual submitted a card in support of HB 4320 and HB 4321, but did not wish to speak: Dan Jarvis, Director of Research and Public Policy for Michigan Family Forum. There being no further business before the committee, Rep. LaTanya Garrett moved that the Committee to adjourn.
