HOUSE OF REPRESENTATIVES COMMITTEE ON LOCAL GOVERNMENT AND MUNICIPAL FINANCE REP. JAMES LOWER CHAIR COMMITTEE MEETING MINUTES Wednesday, April 24, 2019 12:00 PM Room 521, House Office Building The House Standing Committee on Local Government and Municipal Finance was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Lower, Marino, Crawford, Calley, Howell, Eisen, Meerman, Paquette, Ellison, Sowerby, Garza, Hope, Kuppa. Absent/Excused: None. Representative Marino moved to adopt the meeting minutes from March 20, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4050 before the committee: HB 4050 (Rep. Inman) A bill to amend 1893 PA 206, entitled “The general property tax act,” by amending section 27a (MCL 211.27a), as amended by 2016 PA 375. Representative Inman and Wendall Johnson testified in support of HB 4050. Questions and discussion followed. Jennifer Smith, representing the Michigan Association of School Boards., testified in opposition of HB 4050. The following people submitted a card in support of HB 4050, but did not wish to speak: Christian Fairbanks, representing the Michigan Realtors Association. The following people submitted a card in opposition to HB 4050, but did not wish to speak: Paul Connors, representing the Michigan Department of Treasury. Dave Zuhlk, representing the Middle Cities Education Association. Peter Spadafore, representing the Michigan Association of Superintendents and Administrators. Patti Tremblay, representing the Michigan Association of Intermediate School Administrators. There being no further business before the committee, Rep. James Lower adjourned the meeting at 12:22 PM.
