ARAGONA CHAIR COMMITTEE MEETING MINUTES Thursday, August 21, 2025 9:00 AM Room 519, House Office Building The House Committee on Regulatory Reform was called to order by Chair Aragona. The Chair requested attendance to be called: Present: Reps. Aragona, Fairbairn, Wozniak, Wendzel, Tisdel, Hoadley, Neyer, Rigas, Thompson, Linting, Liberati, Tyrone Carter, Witwer and Dievendorf. Absent: Reps. Whitsett, Neeley and Grant. Excused: Reps. Whitsett, Neeley and Grant. Representative Fairbairn moved to adopt the meeting minutes from June 26, 2025. There being no objection, the motion prevailed with unanimous consent. The Chair laid HB 4598 and HB 4599 before the committee: HB 4598 (Rep. Harris) A bill to amend 2012 PA 455, entitled "Organized retail crime act," by amending section 4 (MCL 752.1084). HB 4599 (Rep. Steckloff) A bill to amend 2012 PA 455, entitled "Organized retail crime act," (MCL 752.1081 to 752.1087) by adding section 3a. The following people submitted a card in support of HB 4598 and HB 4599, but did not wish to speak: Brendan Ringlever, representing McDonald's. Randy Gross, representing the MI Chamber. Drew Beardslee, representing the Michigan Retailers Association. Representative Wozniak moved to report out HB 4598 with recommendation. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Linting) A bill to amend 1998 PA 58, entitled "Michigan liquor control code of 1998," by amending section 533 (MCL 436.1533), as amended by 2020 PA 308. HB 4282 (Rep. Koleszar) A bill to amend 1998 PA 58, entitled "Michigan liquor control code of 1998," by amending section 513 (MCL 436.1513), as amended by 2024 PA 115. Representative Linting and Representative Koleszar testified in support of HB 4282 and HB 4595. Questions and discussions followed.
