GRAHAM FILLER CHAIR COMMITTEE MEETING MINUTES Tuesday, April 30, 2019 9:00 AM Room 519, House Office Building The House Standing Committee on Judiciary was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Filler, LaFave, Farrington, Howell, S. Johnson, Rendon, Berman, Wozniak, LaGrand, Guerra, Elder, Yancey, Bolden. Absent/Excused: None. Representative LaFave moved to adopt the meeting minutes from April 23, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4370, HB 4371, HB 4372, HB 4373 and HB 4384 before the committee: HB 4370 (Rep. Whiteford) A bill to amend 1978 PA 368, entitled "Public health code," by amending sections 16213, 16299, 20175, 20175a, and 20199 (MCL 333.16213, 333.16299, 333.20175, 333.20175a, and 333.20199), sections 16213 and 20175a as added and section 20175 as amended by 2006 PA 481 and section 16299 as amended by 2012 PA 499, and by adding sections 16213a, 16429, 17029, 17529, 17829, 17909, and 20175b. HB 4371 (Rep. Hauck) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 13n of chapter XVII (MCL 777.13n), as amended by 2018 PA 583. HB 4372 (Rep. Glenn) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 16221 (MCL 333.16221), as amended by 2018 PA 463. HB 4373 (Rep. Rendon) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 16226 (MCL 333.16226), as amended by 2018 PA 463. HB 4384 (Rep. Garrett) A bill to amend 1978 PA 368, entitled "Public health code," by amending section 16241 (MCL 333.16241), as amended by 2014 PA 280. Representative Whiteford, Representative Garrett, Representative Rendon, and Representative Glenn, testified in support of HB 4370, HB 4371, HB 4372, HB 4373 and HB 4384. Questions and discussion followed. Outman) A bill to amend 1915 PA 31, entitled "Youth tobacco act," by amending the title and sections 1, 2, and 4 (MCL 722.641, 722.642, and 722.644), as amended by 2006 PA 236. SB 155 (Sen. Bullock) A bill to amend 1915 PA 31, entitled "Youth tobacco act,"(MCL 722.641 to 722.645) by adding sections 2b and 2c. Senator Outman and Senator Bullock testified in support of SB 106 and SB 155. Questions and discussion followed. The following people submitted a card in support of SB 106 and SB 155, but did not wish to speak: Ashlie Kuehn, representing JUUL. Brandon Lanyon, representing the Prosecuting Attorneys Association of Michigan. Representative Berman moved to report out Senate Bill No. 106 with the recommendation that the bill pass. The motion prevailed 12-0-1: FAVORABLE ROLL CALL Yeas: Reps. Filler, LaFave, Farrington, Howell, S. Johnson, Rendon, Berman, Wozniak, LaGrand, Elder, Yancey, Bolden. Nays: None. Pass: Rep. Guerra. Representative Rendon moved to report out Senate Bill No. 155 with the recommendation that the bill pass. The motion prevailed 11-2-0: FAVORABLE ROLL CALL Yeas: Reps. Filler, Farrington, Howell, Rendon, Berman, Wozniak, LaGrand, Guerra, Elder, Yancey, Bolden. Nays: Reps. LaFave, S. Johnson. Pass: None. The Chair laid HB 4045 before the committee: HB 4045 (Rep. Hope) A bill to amend 1927 PA 175, entitled "The code of criminal procedure," by amending section 19 of chapter XVI (MCL 776.19). Representative Howell moved to report out House Bill No. 4045 with the recommendation that the bill pass. The motion prevailed 13-0-0: FAVORABLE ROLL CALL Yeas: Reps. Filler, LaFave, Farrington, Howell, S. Johnson, Rendon, Berman, Wozniak, LaGrand, Guerra, Elder, Yancey, Bolden. Nays: None. Pass: None. There being no further business before the committee, Rep.
