- HOUSE OF REPRESENTATIVES COMMITTEE ON MILITARY, VETERANS AND HOMELAND SECURITY REP. BEAU M LAFAVE CHAIR COMMITTEE MEETING MINUTES Tuesday, April 30, 2019 Room 307, House Office Building The House Standing Committee on Military, Veterans and Homeland Security was called to order by the Chair. The Chair requested attendance be called: Present: Reps. LaFave, Mueller, Marino, Afendoulis, Markkanen, Jones, Chirkun, T Carter, Manoogian. Absent/Excused: None. Representative Afendoulis moved to adopt the meeting minutes from April 23, 2019. There being no objection, the motion prevailed by unanimous consent. At 12:01 PM, the Chair laid the committee at ease. At 12:02 PM, the Chair called the committee back to order. The Chair laid HB 4331 before the committee: HB 4331 (Rep. LaFave) A bill to amend 1994 PA 451, entitled “Natural resources and environmental protection act,” by amending section 40111 (MCL 324.40111), as amended by 2018 PA 272. At 12:03 PM, the Chair laid the committee at ease. At 12:04 PM, the Majority Vice Chair Mike Mueller called the committee back to order. Chair LaFave introduced the bill. Questions and discussion followed. At 12:10 PM, the Majority Vice Chair Mike Mueller laid the committee at ease. At 12:11 PM, the Chair called the committee back to order. Tom Lambert, representing Michigan Open Carry, testified in support of HB 4331. Brenden Boudreau, representing Great Lakes Gun Rights, testified in support of HB 4331. Joel Fulton, representing Freedom Firearms and Calhoun County Gun Owners Association, testified in support of HB 4331. The following people submitted a card in support of HB 4331, but did not wish to speak: Scott Jones, representing the National Rifle Association. Lino B. Pretto, representing the Military Order of the Purple Heart. The Chair laid HB 4434 before the committee: HB 4434 (Rep. Hall) A bill to amend 1931 PA 328, entitled “The Michigan penal code,” by amending section 227 (MCL 750.227), as amended by 1986 PA 8. Representative Hall introduced the bill. Questions and discussion followed. Jame Makowski, representing Michigan Gun Owners, testified in support of HB 4434. Steve Dulen, representing the Michigan Coalition for Responsible Gun Owners, testified in support of HB 4434. Brenden Boudreau, representing Great Lakes Gun Rights, testified in support of HB 4434. Sergeant Chris Gerard, representing the Michigan State Police, testified in opposition of HB 4434. Questions and discussion followed.
