- HOUSE OF REPRESENTATIVES COMMITTEE ON NATURAL RESOURCES AND OUTDOOR RECREATION REP. GARY HOWELL CHAIR COMMITTEE MEETING MINUTES Tuesday, April 30, 2019 12:00 PM Room 326, House Office Building The House Standing Committee on Natural Resources and Outdoor Recreation was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Howell, Wakeman, Calley, Reilly, Rendon, Eisen, Sowerby, Cambensy, Pohutsky. Absent/Excused: None. Representative Calley moved to adopt the minutes from the April 23rd, 2019 meeting. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4389 before the committee: HB 4389 (Rep. Allor) A bill to amend 1994 PA 451, entitled “Natural resources and environmental protection act,"(MCL 324.101 to 324.90106) by amending the heading of subpart 1 of part 147 and by adding sections 14701, 14703, 14705, and 14707. Representative Sue Allor testified in support of HB 4389. Questions and discussion followed. Rebecca Meuninick, Ecology Center, testified in support of HB 4389. Questions and discussion followed. Aaron Keatley, Michigan Department of Environment, Great Lakes, & Energy, testified with no position of HB 4389. Questions and discussion followed. The following people submitted a card in support of HB 4389, but did not wish to speak: Bill Anderson, representing the Southeast Michigan Council of Governments (SEMCOG). Amy Trotter, representing the Michigan United Conservation Clubs. Marc Smith, representing the National Wildlife Federation. Mark Doherty, representing the MI Professional Firefighters (MPFFU). The Chair laid HB 4390 and HB 4391 before the committee: HB 4390 (Rep. Yaroch) A bill to amend 1966 PA 291, entitled “Firefighters training council act,” by amending sections 2 and 9 (MCL 29.362 and 29.369), as amended by 2017 PA 144, and by adding section 9c. HB 4391 (Rep. Yaroch) A bill to amend 1974 PA 154, entitled “Michigan occupational safety and health act,” by amending section 14 (MCL 408.1014), as amended by 2012 PA 415, and by adding section 14r. Representative Jeff Yaroch testified in support of HB 4390 and HB 4391. Questions and discussion followed. David Glotzbach, Michigan Association of Fire Chiefs, testified in opposition to HB 4390 and HB 4391. Questions and discussion followed. Jim Egged, Public Safety Advocates, testified in opposition to HB 4390 and HB 4391. Questions and discussion followed. The following people submitted a card in support of HB 4390 and HB 4391, but did not wish to speak: Bill Anderson, representing the Southeast Michigan Council of Governments (SEMCOG).
