BILL SCHUETTE CHAIR COMMITTEE MEETING MINUTES Thursday, August 21, 2025 10:30 AM Room 428, State Capitol Building The House Committee on Rules was called to order by Chair Schuette. The Chair requested attendance to be called: Present: Reps. Schuette, Aragona, Wendzel, Martin, Posthumus, DeBoer, Witwer, Liberati and Herzberg. Absent: None. Excused: None. Representative Aragona moved to adopt the meeting minutes from June 26, 2025. There being no objection, the motion prevailed with unanimous consent. Representative Martin moved to adopt room 428 of the Capitol Building as the standing location of the House Committee on Rules. The motion prevailed 8-0-0: FAVORABLE ROLL CALL Yeas: Reps. Schuette, Aragona, Wendzel, Martin, DeBoer, Witwer, Liberati and Herzberg. Nays: None. Pass: None. The Chair laid HB 4279 before the committee: HB 4279 (Rep. Jaime Greene) A bill to create a Michigan Army National Guard and Air National Guard apprenticeship program; and to provide for the powers and duties of certain state governmental officers and entities. Representative Jaime Greene testified in support of HB 4279. Rick Donovan, representing the Polish Legion of American Veterans, testified in support of HB 4279. Questions and discussions followed. The following person submitted a card in support of HB 4279, but did not wish to speak: Jared Skorup, representing the Mackinac Center. The Chair laid HB 4352 before the committee: HB 4352 (Rep. Tyrone Carter) A bill to amend 1955 PA 233, entitled "An act to provide for the incorporation of certain municipal authorities to acquire, own, extend, improve, and operate sewage disposal systems, water supply systems, and solid waste management systems; to prescribe the rights, powers, and duties thereof; to authorize contracts between such authorities and public corporations; to provide for the issuance of bonds to acquire, construct, extend, or improve the systems; and to prescribe penalties and provide remedies," by amending the title and sections 1, 4, 4a, 4b, 4c, and 4d (MCL 124.281, 124.284, 124.284a, 124.284b, 124.284c, and 124.284d), the title as amended by 1998 PA 182, section 1 as amended by 2009 PA 164, section 4 as amended and section 4c as added by 1985 PA 178, section 4a as amended by 2008 PA 172, section 4b as amended by 2000 PA 24, and section 4d as amended by 2009 PA 167. Representative Posthumus moved to adopt substitute (H-1) to HB 4352. The motion prevailed 9-0-0: FAVORABLE ROLL CALL Yeas: Reps. Schuette, Aragona, Wendzel, Martin, Posthumus, DeBoer, Witwer, Liberati and Herzberg. Nays: None. Pass: None. Representative Posthumus moved to report out HB 4352 with recommendation, as substitute (H-1). The motion prevailed 8-1-0: FAVORABLE ROLL CALL Yeas: Reps. Mueller) A bill to amend 1965 PA 203, entitled "Michigan commission on law enforcement standards act," by amending section 2 (MCL 28.602), as amended by 2021 PA 42. Representative Aragona moved to report out HB 4354 with recommendation. The motion prevailed 8-1-0: FAVORABLE ROLL CALL Yeas: Reps.
