HOUSE OF REPRESENTATIVES COMMITTEE ON WAYS AND MEANS REP. BRANDT IDEN CHAIR COMMITTEE MEETING MINUTES Wednesday, May 1, 2019 10:30 AM Room 519, House Office Building The House Standing Committee on Ways and Means was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Wentworth, Warren, Byrd, Neeley, Hertel. Absent/Excused: None. Representative Warren moved to adopt the meeting minutes from April 25, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4227 before the committee: HB 4227 (Rep. Cambensy) A bill to create a committee on Michigan's mining future; to provide for the powers and duties of certain governmental officers and agencies; and to repeal acts and parts of acts. Representative Cambensy and Representative Howell testified in support of HB 4227. Questions and discussion followed. The following people submitted a card in support of HB 4227, but did not wish to speak: Steve Claywell, representing the Michigan Building Trades. Mike Johnston, representing the Michigan Manufacturers Association. John Byrd, representing the Michigan Laborers Council. Stephanie representing the Glidden, Michigan AFL-CIO. Tom Frazier, representing the Michigan Townships Association. Sarah Howes, representing the Michigan Department of Environment, Great Lakes, and Energy. The Chair laid HB 4304 and HB 4305 before the committee: HB 4304 (Rep. Vaupel) A bill to amend 1982 PA 295, entitled “Support and parenting time enforcement act,” by amending sections 2, 5a, and 26 (MCL 552.602, 552.605a, and 552.626), section 2 as amended by 2015 PA 256 and sections 5a and 26 as amended by 2002 PA 572. HB 4305 (Rep. Vaupel) A bill to amend 1982 PA 294, entitled “Friend of the court act, “by amending sections 2, 2a, 17, and 19 (MCL 552.502, 552.502a, 552.517, and 552.519), section 2 as amended by 2015 PA 253 and sections 2a, 17, and 19 as amended by 2009 PA 233. Representative Kahle moved to adopt substitute (H-1) to HB 4304. The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Wentworth, Warren, Byrd, Neeley, Hertel. Nays: None. Pass: None. Representative Lilly moved to report out House Bill No. 4304 with the recommendation that the bill pass as substituted. The motion prevailed 11-0-0: FAVORABLE ROLL CALL Yeas: Reps. Iden, Lilly, Leutheuser, Griffin, Hauck, Kahle, Wentworth, Warren, Byrd, Neeley, Hertel. Nays: None. Pass: None. Representative Lilly moved to adopt substitute (H-1) to HB 4305.
