HANK VAUPEL CHAIR COMMITTEE MEETING MINUTES Thursday, May 2, 2019 10:30 AM Room 519, House Office Building The House Standing Committee on Health Policy was called to order by the Chair. The Chair requested attendance be called: Present: Reps. Vaupel, Frederick, J Alexander, Calley, Hornberger, Lower, Whiteford, Afendoulis, Filler, Mueller, Wozniak, Liberati, Garrett, Clemente, Ellison, Koleszar, Pohutsky, Stone, Witwer. Absent/Excused: None. Representative Frederick moved to adopt the meeting minutes from April 25, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid HB 4412 before the committee: HB 4412 (Rep. Kahle) A bill to amend 1978 PA 368, entitled “Public health code,"(MCL 333.1101 to 333.25211) by adding section 17766g. Representative Kahle testified in support of the bill. Questions and discussion followed. Carlos Gutierrez, representing the Consumer Healthcare Products Association, testified in support of the bill. Questions and discussion followed. The following people submitted a card in support of HB 4412, but did not wish to speak: Moreno Taylor, representing the Michigan Pharmacists Association. Amy Drumm, representing the Michigan Retailers Association. Christine Shearer, representing the Michigan Association of Health Plans. The Chair laid HB 4098 before the committee: HB 4098 (Rep. Frederick) A bill to amend 1978 PA 368, entitled “Public health code, “by amending sections 21903, 21905, 21907, 21909, 21911, 21913, 21915, 21919, 21921, and 21923 (MCL 333.21903, 333.21905, 333.21907, 333.21909, 333.21911, 333.21913, 333.21915, 333.21919, 333.21921, and 333.21923), as added by 2017 PA 172. Representative Frederick, along with Richie Farran, representing the Health Care Association of Michigan, and Sue Oginsky, representing Nexcare Health Systems, testified in support of the bill. Questions and discussion followed. Meghann Keit, representing the Michigan County Medical Care Facilities Council, submitted a card in support of the bill, but did not wish to speak. Tobi Moore, representing American Nurses Association, submitted a card with a neutral position to the bill, but did not wish to speak. The Chair laid HB 4451 before the committee: HB 4451 (Rep. Calley) A bill to amend 1956 PA 218, entitled “The insurance code of 1956,"(MCL 500.100 to 500.8302) by adding section 3406u. Representative Calley, along with Paula Casey, Dr. Matt Trese and Phillip Hessburg, all representing the Michigan Society of Eye Physicians and Surgeons, testified in support of the bill. Questions and discussion followed. Karen Jonas, representing the Michigan Association of Health Plans, testified in opposition to the bill. Gabe Basso, representing Blue Cross Blue Shield of Michigan, testified in opposition to the bill. Questions and discussion followed. Bret Jackson, submitted a card in opposition to the bill, but did not wish to speak. There being no further business before the committee, Rep. Hank Vaupel adjourned the meeting at 11:25 AM.
