- HOUSE OF REPRESENTATIVES COMMITTEE ON TRANSPORTATION REP. JACK O'MALLEY CHAIR COMMITTEE MEETING MINUTES Tuesday, May 7, 2019 10:30 AM Room 327, House Office Building The House Standing Committee on Transportation was called to order by the Chair O'Malley. The Chair requested attendance be called: Present: Reps. O'Malley, Eisen, Cole, Sheppard, Alexander, Bellino, Howell, Afendoulis, Sneller, Clemente, Yancey, Haadsma, Shannon. Absent/Excused: None. Representative Cole moved to adopt the meeting minutes from May 1, 2019. There being no objection, the motion prevailed by unanimous consent. The Chair laid SB 0129 before the committee: SB 0129 (Sen. Schmidt) A bill to amend 2016 PA 436, entitled "Unmanned aircraft systems act," by amending section 5 (MCL 259.305). Craig Puckett, representing Senator Schmidt’s office, and Dennis Cawthorne, representing himself as a citizen of Mackinac Island, testified in support of the bill. Questions and discussion followed. Jason Gillman Jr., representing the Michigan Coalition of Drone Operators, testified in opposition to the bill. Questions and discussion followed. The following people submitted a card in support of SB 0129, but did not wish to speak: David Gregory, representing the City of Mackinac Island. Amy Drumm, representing the Michigan Retailers Association. The Chair laid the presentation from the Michigan Department of Transportation before the committee. Patrick McCarthy, C.P.A, representing the Michigan Department of Transportation, provided a presentation regarding the Michigan Department of Transportation’s Revenue Stream and reviewed the following topics: Impacts of the 2015 Revenue Package; How Other States Fund Road Investments; Gas Tax Collection Structure; Registration Fee Structure; and Other Financing Methods and Trends. Questions and discussion followed. The Chair laid the presentation from Citizens Research Council of Michigan before the committee. President Eric Lupher, and Research Associate Jordan Newton, both representing the Citizens Research Council of Michigan, provided a presentation regarding Road Funding Practices in Michigan and reviewed the following topics: Transportation Revenue Trends; 50 State Comparison; and Funding Local Roads. Questions and discussion followed. There being no further business before the committee, Rep. Jack O'Malley adjourned the meeting at 11:49 AM.
